At the third press conference of the "Data Elements X" series held by the National Data Administration recently, Luan Jie, the head of the Policy and Planning Department of the National Data Administration, stated that various regions are currently exploring diversified paths for releasing the value of data elements according to local conditions. In the next step, the National Data Administration will continue to support localities in taking the lead and boldly exploring, issuing guidelines for data element scenarios, and fully activating the value of data elements. Luan Jie stated that since the launch of the "Data Element X" three-year action plan, various regions have conscientiously implemented and efficiently promoted it, presenting three "more" characteristics as a whole, namely, more guaranteed action implementation, more prominent value release prospects, and more vigorous multiplier effects. Specifically, supporting effective policies and ensuring more secure implementation of actions. As of now, more than 10 provinces and cities including Shandong have issued overall or specific work plans for the "Data Element X" action, and have formulated special support policies such as financial incentives and subsidies. Many places have compiled project libraries, scenario libraries, case libraries, and expert libraries in conjunction with the implementation of the "Data Element X" action, implementing "one enterprise, one policy" for the enterprises included in the database. This not only increases investment but also helps solve problems, making enterprises feel more gained. Grassroots exploration is powerful, and the picture of value release is more apparent. Efforts will be made to comprehensively promote pilot construction, competition guidance, case promotion, and scenario guidance in various regions, and explore diversified paths for releasing the value of data elements according to local conditions. For example, in terms of enterprise data, companies can make good use of internal data to achieve cost reduction and efficiency improvement, further drive collaborative optimization among enterprises on the supply chain through industrial chain data, and integrate external data for innovative applications, making the path clearer. The fusion of real numbers deepens, and the multiplier effect becomes more powerful. Based on their own resource endowments, various regions are accelerating the deep integration of real numbers and leveraging the amplification, superposition, and multiplication effects of data elements. For example, Hebei province leverages its advantages in the agglomeration of the steel industry, vigorously promotes the construction of large-scale steel models, and empowers the high-quality development of the steel industry; Building data annotation bases and data industry clusters in multiple regions to promote the development and growth of data enterprises. Luan Jie stated that in the next step, the National Data Administration will guide local governments to continue to deepen and implement their actions, and comprehensively complete their tasks and goals; Continue to support local pilot projects and bold explorations, issue guidelines for data element scenarios, and fully activate the value of data elements; Continue to support local efforts to deepen the integration of real numbers, unleash the multiplier effect of data elements, accelerate the formation of new quality productivity driven by data elements, and assist in the high-quality development of local areas. As of now, the competition has successfully completed the fierce competition in the local sub competition stage, with over 22000 registered teams nationwide and more than 900 projects selected from various regions to qualify for the national finals.
