Injecting new momentum into the multilateral trading system

On September 23rd local time, at the high-level meeting of the Global Development Initiative hosted by China at the United Nations headquarters in New York, China announced that as a responsible developing country, China will not seek new special and differential treatment in current and future negotiations of the World Trade Organization. This is China's solemn commitment to the world. China's decision not to seek special and differential treatment from the World Trade Organization is in line with its development stage. The special and differential treatment of the World Trade Organization can provide some preferential treatment for developing members, with the core purpose of helping countries with relatively low levels of economic development gradually integrate into the global trading system. As the world's largest developing country, although China's status and identity as a developing country have not changed, and it has always been a member of the "global South", in terms of economic aggregate, China is the world's second largest economy, and its trade status is also the world's largest commodity trading country, major investment source country, and destination. Moreover, China has global competitiveness in high-tech, new energy, manufacturing and other fields, and has achieved historic achievements in new industrialization, significantly improving the living standards of urban and rural residents. With the steady advancement of China's high-level opening-up to the outside world, it will continuously empower the high-quality development of the world economy. China's decision reflects its commitment to a more balanced and fair global trading system. The World Trade Organization has issued a statement welcoming and appreciating China's decision. The Director General of the World Trade Organization, Ivira, stated that this is a critical moment for the organization. At present, the rules based multilateral trading system is facing severe challenges, with hegemonism, unilateralism, and protectionism rampant. Some countries prioritize their own interests and launch trade wars and tariff wars one after another, seriously impacting the rules based multilateral trading system, seriously damaging the legitimate interests of WTO members, disrupting the international economic and trade order, and bringing uncertainty and instability to global economic development. In this context, China has proactively announced that it will not seek new special and differential treatment in current and future negotiations at the World Trade Organization, demonstrating its firm stance and great power responsibility in supporting the multilateral trading system through practical actions. Currently, the urgency of the reform of the World Trade Organization and the adjustment of international economic and trade rules is increasing day by day. Ivira clearly stated that the reform issue will be made a core priority at the 14th Ministerial Conference of the World Trade Organization to be held in 2026. The key content of WTO reform is to ensure the interests of developing and least developed members, and special and differential treatment, as an important component of WTO rules, is crucial. Therefore, China's decision not to seek special and differential treatment from the World Trade Organization serves the WTO reform agenda and sends a strong signal of support for WTO reform. China, as the largest developing country, takes the lead in leading the reform of the World Trade Organization, which helps to drive consensus on WTO reform among all parties and promote positive momentum. As a developing member of the World Trade Organization, China actively participates in multilateral trade negotiations and will make important contributions to achieving multiple WTO negotiation outcomes and promoting global trade to be more free and convenient.
