Recently, the National Development and Reform Commission and the National Energy Administration jointly issued the "Special Action Plan for the Large scale Construction of New Energy Storage (2025-2027)" (hereinafter referred to as the "Action Plan"), which proposes that by 2027, new energy storage will basically achieve large-scale and market-oriented development, with technological innovation level and equipment manufacturing capability ranking among the top in the world. The market mechanism, business model, and standard system will be basically mature and sound, and a diversified energy storage system that adapts to the stable operation of the new power system will be preliminarily established, forming a comprehensive pattern of overall planning, diversified complementarity, and efficient operation, providing strong support for the green transformation and development of energy. Since the 14th Five Year Plan period, new energy storage has developed rapidly. As of the end of 2024, the installed capacity of new energy storage in China has reached 73.76 million kilowatts. With the rapid development of new energy, the pressure of system peak shaving and power supply guarantee continues to increase. As an important flexible regulation resource, the role of new energy storage is increasingly prominent. On September 15th, China's first regional energy storage peak shaving system was completed in Jiangsu. The system integrates new centralized energy storage, scientific allocation of pumped storage, electric vehicle grid connection and standby and other multimode energy storage peak shaving technologies, which can effectively stabilize grid load fluctuations. As a major economic and energy consuming province, Jiangsu's maximum electricity load has exceeded 156 million kilowatts. At the same time, with the integration of over 100 million kilowatts of new energy into the grid, the electricity pressure is low when the photovoltaic power generation is high during the day, and sharply increases when the photovoltaic power generation drops sharply in the evening. The steep rise and fall of this load characteristic poses a huge challenge to the safe operation of the power grid, "said Qiu Chengguang, Director of the Dispatch and Operation Department of the Dispatch Control Center of State Grid Jiangsu Electric Power Co., Ltd." Building a large-scale and multi form energy storage peak shaving system to effectively stabilize the load fluctuations of the power grid is of great significance to Jiangsu. "This regional energy storage peak shaving system had already demonstrated tremendous energy before its full completion. During the summer peak season this year, State Grid Jiangsu Electric Power used this system to centrally allocate various energy storage resources for more than 14000 times, with a total charge and discharge capacity of more than 2.5 billion kilowatt hours, and the maximum peak shaving power of more than 10 million kilowatts, which is equivalent to the addition of 10 million kilowatt thermal power units, and can meet the peak shaving requirements of the power grid in different time periods and different needs. It is predicted that this system can promote the consumption of over 3.8 billion kilowatt hours of new energy annually, which is equivalent to reducing the consumption of standard coal by 1.11 million tons and reducing carbon dioxide emissions by 2.78 million tons. To promote the high-quality development of the new energy storage industry, it is urgent to further clarify the requirements for measures such as the expansion of new energy storage applications, innovative integration, and market mechanisms. The relevant person in charge of the National Energy Administration introduced that, under the premise of effectively connecting with the "15th Five Year Plan" energy plan, the integration of new energy consumption, power supply demand, and various regulatory resource planning and construction situations will be coordinated. The research proposes the development goal of new energy storage from 2025 to 2027, and it is expected that the newly installed capacity in China will exceed 100 million kilowatts within three years, and reach more than 180 million kilowatts by the end of 2027. The new energy storage technology route and application scenarios will be further enriched, a number of pilot application projects will be cultivated, and a number of typical application scenarios will be created to effectively support China's energy green and low-carbon transformation and high-quality economic and social development. In order to promote the better adaptation of new energy storage to the construction of a unified national electricity market, the Action Plan proposes to accelerate the improvement of market mechanisms by promoting the integration of "new energy+energy storage" as a joint bidding entity to participate in electricity market transactions, encouraging various regions to explore auxiliary service varieties such as climbing and moment of inertia according to local conditions, and promoting the improvement of mechanisms for regulating resource capacity and electricity prices such as new energy storage.
