On September 25th, He Yadong, spokesperson for the Ministry of Commerce, summarized the main content of the "Guiding Opinions" at a regular press conference using keywords such as "digital consumption," "digital era," and "a better life. He stated that the first keyword is digital consumption, which means promoting the quality and quantity of digital consumption. Digital consumption is an important component of new consumption, including digital product consumption, digital service consumption, digital content consumption, and consumption achieved through digital channels. In terms of scale, according to the Ministry of Commerce's estimation, the digital consumption scale of Chinese residents will reach 23.8 trillion yuan in 2024, equivalent to 44.2% of the residents' consumption that year. The Guiding Opinions support the high-quality development of digital products, digital services, and digital content. By enriching the supply of digital consumption, innovating digital consumption scenarios, and unleashing the potential for diversified and high-quality consumption. The second keyword is the digital age, which highlights the drive of digital technology innovation. Digital technology is the fundamental support and growth driver of digital consumption. The Guiding Opinions focus on implementing the "Artificial Intelligence+" action, encouraging enterprises to accelerate research and development innovation, promote the integration and application of artificial intelligence with more consumer fields, guide digitalization to empower cultural and museum venues, tourist attractions, and leisure blocks, create immersive and experiential diversified consumer scenarios, and stimulate the innovation vitality of digital consumption. The third keyword is a better life, which focuses on the needs of a better digital life. Digital consumption is a direct manifestation of people's need for a better life in the digital age. The Guiding Opinions adhere to the combination of promoting consumption and benefiting people's livelihoods, continuously innovate the supply of digital products and services, focus on livelihood services, medical and health care, health and elderly care and other areas, and develop "artificial intelligence+medical and health care", elderly digital cultural experience and other services through the construction of a 15 minute convenient living circle that integrates online and offline, creating high-quality intelligent service application scenarios, and allowing consumers to fully enjoy a beautiful digital life.
