China is an active builder of global security governance

Currently, the international security situation is complex and ever-changing, and the global governance deficit is constantly expanding. On the one hand, the intensification of great power games, the rise of unilateralism and protectionism, the continuous emergence of factional confrontation and group politics, have cast a shadow over the already fragile international security environment. Due to geopolitical calculations, some countries are keen on creating a zero sum situation of "you lose, I win", selectively complying with international rules, weakening the authority of the United Nations, and greatly reducing the credibility of existing international security cooperation mechanisms. On the other hand, the "Global South" has rapidly emerged in recent years, but the representation and voice of developing countries in the global governance system are still insufficient. Fragmented governance mechanisms and limited regional cooperation resources further highlight the gap in fairness and inclusiveness in global governance. Global challenges are reshaping the international security landscape, forcing countries to re-examine the relationship between development and security, and making international consensus increasingly clear: global security governance must adhere to the principles of fairness and reasonableness, and uphold the international system with the United Nations at its core. We must adhere to multilateralism. Any 'small circle security' that deviates from the United Nations will only exacerbate confrontation and division, and cannot bring lasting peace to the world. We must jointly practice true multilateralism, support the United Nations in playing a core role in international affairs, promote the implementation of the United Nations 2030 Agenda for Sustainable Development, and unite and cooperate to address various global challenges. We must adhere to the principle of consultation, co construction, and sharing. Security is inseparable, and no country can be alone. The international community should consult on an equal footing, take into account concerns, and enhance the coordination and effectiveness of responding to cross-border risks. Enhance the representation of developing countries. Only by involving more countries in the global South in institutional construction can security governance truly reflect universality and fairness, and enhance governance sustainability. It is urgent to promote the formulation of rules and ethical norms in new fields such as artificial intelligence, networks, and space, to ensure that technology benefits all countries for the good. At the same time, we should increase technological exchanges and cooperation, narrow the digital divide, and avoid the solidification of new inequalities. Faced with the dilemma and challenges of global security governance, China has put forward the Global Security Initiative, emphasizing a common, comprehensive, cooperative, and sustainable security concept, advocating for resolving disputes through dialogue and consultation, and opposing all forms of hegemonism and power politics. This initiative provides important ideas for addressing security governance deficits and reshaping fair and reasonable order. China's recently proposed global governance initiative emphasizes the pursuit of sovereign equality, adherence to international rule of law, practice of multilateralism, advocacy of people-oriented, and emphasis on action orientation, calling for the promotion of a more just and reasonable development of the global governance system. The four major global initiatives have become important systematic public goods provided by China to the international community. For a long time, China has actively participated in United Nations peacekeeping operations and is the country that sends the most peacekeeping personnel among the permanent members of the Security Council. China is promoting international dialogue in emerging fields such as the internet, climate, and artificial intelligence. China advocates political solutions to hot issues and provides constructive solutions for regional stability. Practice has shown that China is not only a beneficiary of the international order, but also an active builder of global security governance. Looking ahead, global security governance may show the following trends: firstly, multilateralism will be given more attention, and the core role of the United Nations in international affairs will be further strengthened; Secondly, the scope of security issues will continue to expand, with digital security, space security, and traditional security developing in parallel; Thirdly, the integration of technology and security will become even closer, requiring the international community to accelerate the formulation of rules; Fourthly, sustainable development will be deeply integrated with security governance. Insufficient development remains the root cause of conflicts, and implementing the 2030 Agenda for Sustainable Development is an important guarantee for ensuring lasting peace. The world has entered a new period of turbulence and change, and global security governance is facing unprecedented challenges. Only by adhering to multilateralism, fairness and justice, and win-win cooperation can the international community find a path out of the predicament. The Beijing Xiangshan Forum demonstrates the sincerity and efforts of the international community to jointly address challenges, and also shows the world that China will continue to be a firm, stable, and positive force on the future path of global security governance.
