According to the Ministry of Commerce on September 24th, the Ministry of Commerce and eight other departments jointly issued the "Guiding Opinions on Vigorously Developing Digital Consumption and Co creating a Better Life in the Digital Age" (hereinafter referred to as the "Guiding Opinions"). The Guiding Opinions comprehensively implement the decisions and deployments of the Party Central Committee and the State Council, leverage the advantages of a super large scale market, expand diversified supply of digital consumption, innovate and enrich digital consumption scenarios, promote a higher level of dynamic balance between supply and demand of digital consumption, stimulate and enhance social and economic vitality, and create a better life in the digital age. The Guiding Opinions focus on the coordinated efforts of both supply and demand sides, and propose 14 task measures from four aspects. One is to enrich the supply in the field of digital consumption. Expand the consumption of digital products, enhance the consumption of digital services, innovate the consumption of digital content, expand the channels of digital consumption, and stimulate new consumer demand with new supply of digital consumption. The second is to cultivate and strengthen digital consumer business entities. Enhance the innovation capability of digital consumer enterprises, empower the digital development of small and medium-sized enterprises, support the growth and development of digital consumer enterprises, and continuously enhance endogenous power and innovation vitality. The third is to optimize the digital consumption support system. Build a digital consumption platform carrier, improve the express logistics distribution system, enhance payment convenience, strengthen factor investment guarantee, enhance financial support, construct an efficient and collaborative digital consumption ecosystem, and consolidate the foundation of digital consumption development. The fourth is to create a favorable environment for digital consumption. Carry out consumption promotion activities, promote international exchange and cooperation, promote standardized and healthy development, coordinate promotion and standardization, domestic and international, and promote high-quality development of digital consumption in a better environment. Encouraging enterprises to accelerate research and development innovation is like injecting a powerful driving force into the digital product consumer market. Increasing the effective supply of artificial intelligence terminal products is not only a positive response to cutting-edge technological trends, but also opens the door to future intelligent lifestyles for consumers. Once the consumption potential of new products such as artificial intelligence smartphones, computers, intelligent robots, wearable devices, and desktop 3D printing devices is fully unleashed, it will greatly enrich consumers' choices and improve their quality of life and efficiency. For the improvement of the express logistics distribution system, the Guiding Opinions clarify the promotion of smart logistics construction, encourage the orderly development of unmanned aerial vehicle (UAV) branch transportation and end of pipe distribution business in areas with conditions, and accelerate the research and development of relevant standards such as automatic delivery vehicles and UAVs. Strengthen the construction of intelligent food lockers, express lockers and other delivery terminals, and provide support in research and development innovation, new product access, product trials and other aspects. Encourage all regions to upgrade county-level e-commerce public service centers and strengthen the digital transformation and construction of county and rural branches. Guide e-commerce platforms to strengthen the construction of an integrated performance system and collaborate with physical stores to enhance the digitalization and intelligence level of end of pipe delivery. Yuan Shuai, Deputy Secretary General of Zhongguancun Internet of Things Industry Alliance, told reporters that promoting the construction of smart logistics is the core driving force for improving the express logistics distribution system. As a key component of smart logistics construction, unmanned delivery has received strong policy support for its development, injecting strong impetus into the transformation and upgrading of the entire logistics industry. Promoting the orderly development of unmanned aerial vehicle (UAV) feeder transportation and end of pipe delivery services in regions with conditions is a highly forward-looking decision. Yuan Shuai said that drones can break through geographical limitations in regional transportation, quickly cross complex terrains such as mountains and rivers, greatly shorten transportation time, and improve logistics efficiency. At the end of the delivery process, drones can directly deliver goods to the designated location of consumers, especially for some remote areas or areas with inconvenient transportation, which can effectively solve the "last mile" delivery problem and enhance consumers' shopping experience. The Guiding Opinions require all relevant units to fully recognize the important role of digital consumption in promoting consumption upgrading, expanding effective investment, and promoting industrial innovation, strengthen organizational leadership, comprehensive coordination, and policy guarantees, improve long-term promotion mechanisms, timely summarize and promote innovative measures and typical practices, and promote the implementation and effectiveness of various measures.
