Highlight new equipment, new strength, and new field training

At the military parade commemorating the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti Fascist War, equipment engines roared, fighter jets flapped their wings and soared into the sky, forming a surging iron current and roaring eagle formation. Many of the equipment were full of "new content", showcasing the dignity of a great power's heavy weapons and a solemn display of advancing to the forefront of new fields and new qualities. In recent years, our military equipment has been updated and upgraded at an increasingly fast pace, with a large number of new weapons and equipment being deployed, new combat forces continuously increasing, and the security field and scope of confrontation constantly expanding. Practice has taught us that the earlier we establish combat effectiveness in new equipment, new forces, and new fields, the more initiative and advantage we have on the battlefield, and the more chips we have to win decisive battles. Training is the "bridge" that connects new equipment, new forces, new fields of combat potential, and the formation of new quality combat capabilities. Only by grasping the characteristics and laws of the construction of new quality combat capabilities, strengthening training in new equipment, new forces, and new fields, can the seeds of new quality combat capabilities quickly take root, blossom, and bear fruit, and further transform equipment advantages and technological advantages into winning advantages. Comrade Chen Yi once said, "Now that we have new equipment, we must make every effort to master it. If we cannot master and use the weapons, our combat effectiveness will be reduced, victory will not be consolidated, and even it will become ineffective." Even the most advanced equipment is difficult to play a role without training and practice. New equipment often has new advantages such as information empowerment, network energy gathering, technological strength, and system energy release, which is precisely an important source for the emergence of new quality combat capabilities. At all levels, the concept of weapon and equipment support should be transformed, with comprehensive learning, in-depth knowledge, standardized management, and scientific use of equipment. The integrity rate of weapons and equipment should be organically combined with the completion rate of tasks, not only based on the proportion of new equipment on the establishment table, but also on the proportion of new equipment used in actual training. It is necessary to dare to proficiently operate and use new equipment in complex battlefield environments and high-intensity confrontation conditions. A military theorist once said, "Adhering to the past will not benefit our future, and we must study it from a new perspective." From the perspective of recent local wars in the world, new domain and new quality combat forces represented by strategic warning, information control, algorithm attack and defense, unmanned intelligence, etc., are increasingly becoming key factors in accelerating the upgrading of war forms and changing the rules of war. This urgently requires us to accelerate the integration of new domain and new quality combat forces into the system and support system as the "main force", allowing new equipment to lead the way and new forces to play a leading role, comprehensively testing the physiological limits of officers and soldiers, the performance limits of equipment, and the combat effectiveness limits of the combination of personnel and equipment. At the same time, it is also necessary to strengthen the systematic and normalized application, not only refining individual soldiers and equipment, but also strengthening the system, daring to break the traditional grouping mode, striving to achieve the widest battlefield applicability, the best grouping and gathering method, and the maximum confrontational ability effect, forming a systematic combat capability and support capability, forging the "trump card" of systematic combat. The new quality of combat capability not only changes the form of war and the winning mechanism of war games, but also fundamentally innovates the form, means, and methods of military training. The elements of modern battlefield space have greatly expanded, and the cost of high-tech weapons and equipment has significantly increased. New equipment, new forces, and new fields of training are facing prominent problems such as difficulty in coordinating combat systems, difficulty in constructing physical environments, and difficulty in real-time inspection and evaluation. The excessive use of high-value equipment and the consumption of precision ammunition is outdated. At all levels, efforts should be made to strengthen the construction of simulation, networking, and adversarial methods, explore training methods such as "technology+" and "network+", strengthen the construction of simulation training methods such as simulation, war chess confrontation, network confrontation, and intelligent decision-making, highlight simulation based multi training and practical training, achieve multidimensional training space, data-driven training evaluation, intelligent adversarial exercises, and modeling of training methods and tactics, promote innovation in training methods supported by technology, and comprehensively improve training level and winning ability. Soviet military strategist Gruttin said, "The theoretical and technical knowledge level of an officer, as well as the amount of practical experience, ultimately determine the quality of military training and their level of combat readiness. Guns themselves cannot move, and require a brave heart and strong hands to use them. New combat effectiveness requires a "brave heart" and "strong hands", as well as a "wise brain". At all levels, enhancing the scientific and technological awareness, innovation, and operational capabilities of officers and soldiers should be given top priority, and military intelligence core technologies, key software and hardware, and basic theoretical breakthroughs should be strengthened to guide officers and soldiers to continuously improve their scientific and technological literacy. We should continue to do a good job in establishing guidance, building platforms, and paving the way, improve the independent training system for new quality combat talents, perfect the working mechanism that is conducive to talent cultivation, introduction, use, motivation, and competition, pay attention to incubating talents from combat laboratories and cyberspace shooting ranges, and temper talents from simulation training and virtual confrontation, providing strong talent guarantees for the full liberation and development of new quality combat capabilities.
