Empowering Positive Governance and Anti Corruption with Big Data Informatization
2025-09-25
The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to enhance the penetration of supervision, rely on big data analysis to accurately detect clues of misconduct and corruption, and strengthen early warning and rectification. In practice, the Discipline Inspection and Supervision Commission of Fuzhou City, Jiangxi Province, regards the empowerment of big data informatization as an important lever to promote the standardization, legalization, and regularization of discipline inspection and supervision work. It accelerates the construction of big data supervision platforms, strengthens public power big data supervision, and promotes the realization of constant supervision and forward prevention. Promote 'supervision integration' through 'data integration'. Tighten the responsibilities of functional departments, urge them to improve their supervision and governance capabilities, standardize the exercise of power, promote digital supervision of important areas, strengthen the sharing of data resources with the big data supervision platform of disciplinary inspection and supervision agencies, effectively gather and use data, and promote the transformation of supervision from "fighting independently" to "coordinated linkage". Urge the county (district) discipline inspection commission and supervisory commission to take the construction of the public power big data supervision platform as an opportunity, identify the entry point and focus of big data supervision, focus on key links such as personnel, finance, and materials in the operation of power, link the power, approved projects, decisions, and various social relationships in the hands of leading cadres, strengthen the analysis, processing, and judgment of information data, develop practical and effective supervision models according to the work needs of business departments, continuously enrich the application scenarios of supervision, provide real-time warning of abnormal exercise of power, detect and dispose of them early, and further improve the penetration of supervision. Upgrade the anti-corruption strategy with "data algorithms". In response to the emergence of new and hidden forms of corruption, with more covert and diverse methods, a big data case handling center will be established to continuously improve the online investigation mechanism and big data technology tactics. Professional technical backbones and industry experts from higher-level discipline inspection and supervision commissions will be invited to conduct training on big data analysis, artificial intelligence technology application, etc., to cultivate talents in big data analysis and judgment, and to focus on improving the ability to use information-based big data methods to carry out preliminary verification in a standardized manner. Make good use of the "Ganxintong" comprehensive analysis system for case handling data, strengthen data analysis through technological means, explore and accelerate the application of artificial intelligence technology in supervision and inspection, review and investigation, case trial, inspection and supervision, iteratively upgrade and optimize existing algorithm models, improve the accuracy of identifying new and hidden corruption behaviors, and achieve the goal of moving the checkpoint forward and being blamed at every turn. Promote "governance loop" through "data loop". Skilled in utilizing big data and information technology, fully leveraging the important role of big data supervision in promoting the "three no corruptions" policy, especially the "no corruptions" policy, screening and comparing potential anti-corruption risks from massive amounts of information, accurately identifying weak links and potential loopholes in the exercise of power, strengthening supervision and identification of power operations around the clock and throughout the process, "coding and lighting up" abnormal behaviors, and promoting the exercise of power in the sunshine. Based on the abnormal information, public attention, and institutional loopholes discovered through big data screening and early warning, we will improve the mechanism for information push and disposal, form a closed-loop governance chain of "discovery push rectification feedback", and promote the deepening and expansion of problems from "solving one problem" to "standardizing one area". Making security standards the top priority of information technology work, improving data usage supervision and restraint mechanisms, strictly implementing data call approval procedures, conducting periodic security and confidentiality checks and embedded checks, ensuring that data is always used within authorized scope, and firmly guarding the bottom line of information security.
