More than 7700 proactive archaeological excavations and basic construction archaeological projects were approved and implemented; The Fourth National Cultural Relics Census has achieved significant phased results; The achievement of returning 537 lost cultural relics and artworks from 35 batches, including the Yuanmingyuan stone pillars and the Fengxing Shugui, to the motherland is inseparable from the solid guarantee of the construction of the rule of law. At a series of news conferences themed "high-quality completion of the 14th Five Year Plan" held recently by the State Council Information Office, Sun Deli, Deputy Director of the National Cutural Heritage Administration, said that at present, China has formed a legal system for the protection of cultural relics under the guidance of the Cultural Relics Protection Law, with 6 administrative regulations, 10 departmental rules, and more than 400 local regulations as the main body. It can be said that a "wall of iron" has been built to protect cultural relics according to law. Starting from March 1, 2024, the newly revised Cultural Relics Protection Law will be implemented to strengthen the legal foundation of cultural relics protection, weaving a strong protective net for cultural relics protection with the strictest system and the strictest rule of law. In addition to the revision of the Cultural Relics Protection Law, supporting regulations have also been simultaneously improved. The revised and published Regulations of the People's Republic of China on the Protection and Management of Underwater Cultural Relics will streamline the management system and law enforcement mechanism for underwater cultural relics protection, provide institutional support for the world's advanced level of deep-sea archaeology, such as the first and second sunken ships on the northwest slope of the South China Sea, and effectively ensure that China's underwater archaeology level ranks among the top in the world. At the same time, the legal system for cultural relics fills multiple gaps. Since the 18th National Congress of the Communist Party of China, multiple mature and effective policy measures and practical experience in cultural relic work have been elevated to legal norms. Important systems such as "archaeology first, then transfer", "investigation first, then construction", and underground cultural relic burial areas have been added. For the first time, cultural relic surveys, plans for the protection of immovable cultural relics, the principle of minimal intervention, the recovery and return of lost cultural relics, public interest litigation by procuratorial organs, and participation of social forces have been written into the law. Especially for the protection of 80% of undetermined immovable cultural relics, relevant systems have been improved. In addition, the awareness of the rule of law in cultural relics has become more deeply rooted in people's hearts, and the promotion of cultural relics legal education has been continuously strengthened. Protecting cultural relics in accordance with the law has become a universal consensus and common action of the whole society. Showcasing the educational function of revolutionary cultural relics, revolutionary cultural relics bear witness to the great process of China's revolution, construction, and reform, carry the glorious history of the Party and the people's heroic struggle, and are precious assets of the Party and the country. Since the 14th Five Year Plan, significant progress has been made in the protection and utilization of revolutionary cultural relics nationwide, presenting a new outlook. The legal practice in the field of revolutionary cultural relics protection is very impressive. The protection of revolutionary cultural relics in accordance with the law is constantly improving. The newly revised Law on the Protection of Cultural Relics has strengthened the protection of revolutionary cultural relics, explicitly including the provisions on the protection of cultural relics related to major events, important conferences, important figures and the great spirit of the CPC in various historical periods. 23 provinces and 43 cities across the country have issued local regulations related to revolutionary cultural relics. The basic number of revolutionary cultural relics resources has been identified. 37 revolutionary cultural relics protection and utilization areas across the country rely on legal and policy support to carry out centralized contiguous protection. The preservation status of more than 42000 immovable revolutionary cultural relics and over 1.5 million pieces/sets of state-owned collection revolutionary cultural relics has significantly improved. At the same time, there are over 3000 national revolutionary memorial halls, holding more than 3000 revolutionary themed exhibitions annually. 471 revolutionary sites and memorial venues have been listed as national patriotic education demonstration bases. The protection of revolutionary cultural relics system continues to strengthen. The revolutionary cultural relics protection and utilization project deployed and implemented by the central government has been successfully completed, and major risks at important revolutionary sites have been eliminated. The preservation status of revolutionary cultural relics in the collection has significantly improved. The educational function of revolutionary cultural relics is fully demonstrated. More than 3000 themed exhibitions on revolution, construction, and reform are held annually nationwide, with 600 million visitors visiting revolutionary sites and memorial venues. 471 revolutionary sites and memorial venues have been included in the national patriotic education demonstration base, and 26 provinces have released 95 revolutionary cultural relics themed trails. The safety responsibility system is more perfect. Cultural relic safety is the "red line, bottom line, and lifeline" of cultural relic protection, and is the top priority of cultural relic work. During the 14th Five Year Plan period, the safety work of cultural relics adhered to the principle of prevention first, implemented safety responsibilities, severely cracked down on crimes, investigated and rectified hidden dangers, and achieved significant results. The National Cutural Heritage Administration, together with public security and other departments, has continued to carry out special actions to combat and prevent cultural relics crimes. Since the new round of special actions in 2022, more than 2000 cultural relics crimes have been detected, more than 5900 suspect have been captured, more than 3900 precious cultural relics have been recovered, and various cultural relics crimes have been severely punished. The responsibility system for cultural relic safety has been further improved. Supervise and implement the main responsibilities of local party committees and governments, industry departments for supervision, and cultural relics management and use units in accordance with the law, promote the inclusion of cultural relics safety work in the annual performance evaluation system of 31 provincial governments and the evaluation index system of civilized cities, and further strengthen the scientific concept of "protecting cultural relics is also a political achievement". Continuously increase the supervision and handling of illegal cases. Over the past four years, more than 1600 cases of cultural relics violations have been handled in various regions. A large number of illegal construction projects involving the protection scope and construction control zone of cultural relics protection units, such as "unauthorized construction" and "unauthorized approval", have been dismantled or rectified, and the relevant responsible persons have been held seriously accountable. The cultural relics themselves and their historical features have been effectively protected. Cracking down on and preventing cultural relic crimes is more effective. The number of member units of the National Inter Ministerial Joint Conference on Cultural Relics Safety has increased to 22. The patrol of underwater cultural relics law enforcement in China's jurisdictional waters, as well as the rectification of illegal short videos and live streaming content related to online ancient tombs, have become new breakthroughs in the joint law enforcement of cultural relics security. The prevention of cultural relic fires is more effective. We have carried out multiple special actions such as rectifying hidden fire hazards in cultural relics, improving firefighting capabilities, and tackling fundamental issues in industry safety production. More than 300000 safety hazards have been identified and rectified nationwide, and more than 92000 fire emergency drills have been organized and more than 60000 fire safety training sessions have been organized. The annual incidence of cultural relic fire accidents has significantly decreased, and the safety production situation in the national cultural relic industry is stable and improving. (New Society)
