"Recently, a prosecutor from Shunyi District Procuratorate in Beijing conducted a follow-up visit to Mr. Li, who has returned to his hometown to receive community correction. Faced with the prosecutor's concern, Li seemed a bit uneasy, but his voice was sincere: "Everything is fine, thank you for the prosecutor's concern. Now thinking about it, I feel really scared. At that time, I thought it was just a hobby, completely unaware of making a big mistake... I now fully understand that guns are absolutely not allowed to be touched!" On a morning in January 2025, in a mechanical company workshop in Shunyi District, Beijing, repairman Li was working normally as usual. However, police officers from the Criminal Investigation Detachment of Shunyi Branch of Beijing Public Security Bureau appeared in the factory area. Faced with the police's careful search of the storage cabinet, Li's eyes were filled with confusion and anxiety. The search later extended to his home, and the police finally found a homemade gun shaped object and several nail bullets from under the bedside table mattress in the bedroom. Li's "road to gun making" began with an online push. Li usually likes to make small things by hand. In 2022, while browsing the web, an advertisement link for a starting gun caught his attention. Driven by interest, he immediately placed an order and later mistakenly purchased a mismatched nail shot. Due to mismatched ammunition, it has been idle and unused. At the end of 2024, a viral "Gunpowder Gun Making Video" reignited his thoughts. With his workshop skills and daily accumulated experience in handling metal parts, Li purchased metal tubes, triggers, springs and other accessories online and assembled them into a gun shaped device with firing function. The nail bullets were loaded into the gun tightly, but due to living in a densely populated village, Li never found a suitable opportunity to test the shooting power after the gun was installed. Therefore, he placed this homemade gun under the mattress of the bedside table as a special "work" collection, intending to verify it again in the future. In January 2025, the public security organs discovered relevant clues through technical means and arrested Li. After Li's self-made gun shaped object was seized, it was identified by the Beijing Public Security Judicial Appraisal Center as a firearm powered by gunpowder, and Li's behavior has been suspected of the crime of illegal manufacturing of firearms. In March 2025, the case was transferred to the Shunyi District Procuratorate for review and prosecution. I just have strong hands-on ability and made a gun like toy to play with myself. What's the big deal? "Li was initially puzzled. But with the patient explanation and reasoning of the prosecutor, Li finally realized the enormous social danger and criminal nature hidden in his actions, and voluntarily admitted guilt and punishment. On April 10th, the Shunyi District Procuratorate filed a public prosecution for the case. Recently, the court adopted the sentencing recommendation of the procuratorial organ and sentenced Li to three years in prison with a three-year probation for the crime of illegal manufacturing of firearms. The relevant firearms, materials and tools used in the manufacturing process will be confiscated in accordance with the law. After the case, it was stated that gun control is a red line strictly controlled by the state, and is not a personal preference for "self preservation". Personal interests and hobbies must comply with legal regulations and cannot be used as an excuse for breaking the law, otherwise there may be imprisonment. The illegal manufacturing of firearms seriously undermines the absolute control order of the country over firearms and poses a huge threat to the safety of life, property, and social peace of an unspecified majority of people. The existence of every illegal firearm is a direct challenge to public safety in society. I hope the general public will take this case as a warning and refrain from manufacturing, purchasing, hiding, or possessing firearms and ammunition. Article 125 of the Criminal Law: Whoever illegally manufactures, buys, sells, transports, mails, or stores firearms, ammunition, or explosives shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years; Those with serious circumstances shall be sentenced to fixed-term imprisonment of not less than ten years, life imprisonment, or death penalty.
