Recently, at the 2025 Industrial Internet Innovation and Development Conference, China Industrial Internet Research Institute released the Industrial Internet Innovation and Development Report (2025) (hereinafter referred to as the "Report"). The report shows that at present, China's industrial Internet has entered a new stage of high-quality development and large-scale promotion. In the past decade of China's industrial Internet development, policy supply has been continuously strong, infrastructure construction has been continuously upgraded, and the enabling role has been constantly emerging. The top-level design clearly defines the new direction of development, and the Decision of the Third Plenary Session of the 20th CPC Central Committee clearly requires "accelerating the popularization and application of new generation information technology in all directions and chains, and developing industrial Internet". The government work report has made deployment for eight consecutive years, and the role of industrial Internet as a strategic infrastructure for new industrialization has become increasingly prominent. Recently, the Opinions on Deepening the Implementation of "Artificial Intelligence+" Action issued by the State Council proposed to promote the intelligent development of all elements of industry, deepen the integrated application of artificial intelligence and industrial Internet, and enhance the intelligent perception and decision-making implementation capability of industrial systems. More clearly defined the development direction of two-way empowerment of industrial Internet and artificial intelligence. Looking at the whole country, the local cascade development of industrial Internet presents a new atmosphere. The 31 provinces (autonomous regions and municipalities) in China have clearly defined the policy support for the direction of "industrial Internet", continued to increase investment, developed industrial Internet according to local conditions, and formed a new pattern of industrial development with systematic promotion, echelon development, and complementary advantages. At present, the development scale of China's industrial Internet industry continues to grow. The report shows that the added value of China's industrial Internet core industry will reach 1.53 trillion yuan in 2024, an increase of 10.0% over 2023. There are 17 provinces and cities with the added value of industrial Internet industry exceeding 100 billion yuan, which has become a strong support for regional economic development. The construction of industrial infrastructure is expanding, and the development of 5G, time sensitive networks, and other technologies is accelerating, leading to the formation of a new type of fully integrated industrial network that integrates computing, network, and control. Accelerate the transformation of OT technology through "software definition", promote innovation in models such as software hardware decoupling, cloud control, and cloud edge collaboration. The advanced layout of the functional system has built over 64000 virtual private networks and 1260 5G factories in the 5G industry. The registration volume of identity resolution exceeds 690 billion. Cultivate 49 "dual cross" platforms, with over 100 million sets of industrial equipment connected to key platforms. The systematic construction of the National Industrial Internet Big Data Center has been accelerated, and the digital supply chain platform of equipment manufacturing industry has gathered more than 410000 enterprises and more than 220 million industrial basic products. The national industrial Internet security monitoring platform, which is linked at the national, provincial and enterprise levels, has been basically completed. The acceleration of hierarchical classification empowered by digital intelligence, the transformation of implementation architecture from single point transformation to global integration, the transformation of application scenarios from business driven to value endogenous, and the transformation of transformation objects from enterprises to full chain integration. Set a benchmark on the "point" to promote the digital transformation and upgrading of chain owners and small and medium-sized enterprises. Strengthen collaboration online and develop implementation plans for digital transformation in key industries such as steel, petrochemicals, and chemical engineering. Shaping the ecology on the surface, constructing digital parks with high standards, and exploring the overall digital improvement path of the park. The industrial Internet industry has become increasingly prosperous. The talent system has gradually improved. In 2024, the total number of industrial Internet talents will reach 630000, with a year-on-year growth of 15.81%. Beijing, Shanghai, Guangzhou, Shenzhen, Suzhou and other cities will become the main gathering places of industrial Internet talents. The standard system has become increasingly sound, and four national standards for industrial Internet platforms have been officially released and implemented, providing methodological guidance for "building capacity" and "selecting platforms". The first three national standards in the field of security have been released. Ecological organizations continued to grow, industrial cooperation carriers such as the Industrial Internet Platform Innovation Cooperation Center accelerated their development, and the National Industrial Internet Innovation Competition continued to launch, boosting the large-scale application of industrial Internet. Accelerating the development of the industrial Internet and promoting the digital transformation of the manufacturing industry is related to the construction of a modern industrial system and high-quality economic development. In the wave of AI represented by big model and generative AI technology, the development of industrial AI is the core direction of the evolution of industrial Internet. At the same time, the industrial Internet also provides data resources precipitation for the development of artificial intelligence, creates conditions for scenario creation and model research and development, and is the key carrier for the landing of artificial intelligence. It is worth noting that in recent years, the global manufacturing industry has accelerated to a new stage of realizing the "data+intelligence" dual wheel drive based on the industrial Internet. Building high-quality industrial data sets and accelerating the application of artificial intelligence in the industrial field have become an important consensus and development direction of governments and industry. At present, the international environment, technical basis, application scenarios and practical needs of the development of industrial Internet have undergone profound changes, and there is a broad prospect for taking the road of innovative development of industrial Internet with Chinese characteristics. The report suggests that it is necessary to accelerate the new industrial control system that promotes end-to-end cloud collaboration, the new industrial intelligence that enables large and small models to collaborate, the new industrial network that integrates multiple networks with computing and control networks, and the new industrial security innovation breakthrough that is essential and endogenous, further enrich and deepen the new industrial Internet architecture, and release the multiplier effect of the industrial Internet in a broader range, deeper level.
