United Action to Address Threats and Jointly Shape Global Public Security - Chinese and Foreign Guests in Lianyungang Discuss Global Security Governance

There is no single country, department, or institution that can independently address the security challenges of today's world. Cooperation is not only a good strategy, but also the cornerstone of prosperity, and a way for us to jointly build a healthier, safer, and more just world. "From September 16th to 18th, the 2025 Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang, Jiangsu Province. Nearly 2000 Chinese and foreign guests from 120 countries, regions, and international organizations had extensive exchanges on the theme of "Shaping Global Public Security: United Action to Address Multiple Threats". The attending guests expressed that various transnational organized crimes are rapidly developing with the help of network technology and AI technology, posing a serious threat to global public safety. It is necessary for the international community to take united action and jointly respond. The current global situation of terrorism is complex and severe, and terrorist activities are showing new characteristics of globalization, networking, and intelligence. ”At the International Counter Terrorism Cooperation Sub Forum of the conference, Zhang Lixun, Secretary of the Party Committee of the People's Police University of China, said, "The intelligence level of terrorist activities continues to improve, especially when terrorists use emerging technologies such as drones, social media, and artificial intelligence to spread extremist ideas and plan attacks, posing a new threat to global security." Russian Federation Minister of Internal Affairs Kolokolchev said that illegal drug trafficking crimes are also changing, with the circulation of synthetic anesthetics increasing, the illegal drug market becoming digitized, and the use of electronic payment tools for money laundering showing obvious performance. To cope with this change, it is necessary for law enforcement agencies of various countries to strengthen interaction, organize training activities, or establish consultation mechanisms in order to understand the advanced achievements of each country in combating drug trafficking and learn from each other. The rapid development of some transnational crimes requires us to fight back with faster speed and coordinated efforts. ”Interpol President Elias gave an example that last year's "Operation Thunder" involved 138 countries and regions, effectively dismantling environmental crime networks and protecting endangered species. Such achievements cannot be achieved by a single country. Similar actions have proven that when countries unite and work together, they can defeat any threat or challenge. UN Under Secretary General for Peacekeeping Affairs, Lacroix, said that shaping global public security requires a renewed commitment to multilateralism, seizing the current opportunity to establish more stable partnerships between national institutions and communities, taking action to address common threats, and building a safer and more equitable world for future generations. In response to the new type of crime of telecommunications fraud, this conference also proposed the establishment of an international alliance to combat telecommunications fraud, in order to further consolidate the joint efforts of all parties and create a new model for combating transnational crime. The Director General of the Ethiopian Federal Police, Demeras, responded positively to this: "In recent years, cross-border telecommunications fraud has become a prominent threat to regional security and development. We agree to establish this alliance to work together to safeguard people's property security." Kolokolchev also called on all countries to agree to sign the United Nations Convention against Cybercrime as soon as possible. This conference is hosted by the China Friendship Promotion Association and includes 8 sub forums on topics such as combating transnational crime and countermeasures, immigration management cooperation, international counter-terrorism cooperation, and international drug control cooperation. The attendees generally believe that China's global governance initiative provides important guidance for the world to address governance deficits and common challenges.
