On the basis of enhancing technological innovation capabilities and consolidating the foundation of a strong technological country, China's investment in science and technology continues to increase. In 2024, the total R&D investment in society will exceed 3.6 trillion yuan, an increase of 48% compared to 2020; The R&D investment intensity has reached 2.68%, exceeding the average level of EU countries; The total number of R&D personnel ranks first in the world. The level of basic research has been further improved. The basic research budget for 2024 is 249.7 billion yuan, an increase of over 70% compared to 2020; The number of high-level international journal articles and international patent applications have ranked first in the world for five consecutive years. In the past five years, China's technological innovation and industrial innovation have accelerated their integration, and new quality productivity has flourished. The scale of high-tech industries continues to grow. The added value of high-tech manufacturing industry above designated size increased by 42% compared to the end of the 13th Five Year Plan, and the added value of the "three new" economy accounted for 18% of GDP. New economic growth points are emerging in cutting-edge fields such as artificial intelligence and biotechnology. The innovation capability of enterprises has significantly increased. In 2024, 524 Chinese Mainland enterprises will enter the top 2000 global industrial R&D investment, accounting for 26.2% of the enterprises on the list, an increase of 4.8 percentage points over 2020; There are over 500000 high-tech enterprises, an increase of 83% compared to 2020. Since the 14th Five Year Plan, China's level of scientific and technological achievement transformation has reached a new level, and the national technology contract turnover has maintained double-digit growth for several consecutive years, reaching 6.8 trillion yuan in 2024. Yin Hejun stated that there is only 10 years left to achieve the goal of building a technological powerhouse, and the next five years will be a crucial period for tackling challenges. The Ministry of Science and Technology will strengthen original and leading scientific and technological research, plan and layout a number of new major national scientific and technological projects around the national strategy, strengthen organized basic research, and continuously increase high-quality scientific and technological supply; Promote the deep integration of technological innovation and industrial innovation, accelerate the construction of concept verification and pilot testing platforms, and drive the large-scale application of new technologies, products, and scenarios.
