This specification shall come into effect from the date of publication. The childcare subsidy system is a system in which the state provides subsidies to eligible infants and young children according to certain standards in order to support families in raising infants and young children, reduce the cost of childbirth and childcare. According to regulations, the subsidy targets infants and young children under the age of 3 who meet the legal requirements for childbirth or adoption starting from January 1, 2025. Among them, orphans and infants and young children who have no one to support them are also included in the scope of protection. The childcare subsidy is calculated annually and is issued in a lump sum each year. For infants and young children born before January 1, 2025 and under the age of 3, subsidies will be calculated based on the number of months they should receive. It is standardized and clear that childcare subsidies are applied for by one of the parents of infants and young children or other guardians (including child welfare institutions). The applicant mainly applies online through the childcare subsidy information management system, and can also apply on site at the township government (sub district office) where the registered residence of infants is located. If the applicant is a child welfare institution, they should apply on-site at the township government (street office) where the institution is registered. The applicant shall fill in the information related to the infant and the applicant, provide basic materials such as the infant's birth medical certificate and household registration book, and provide legally valid materials as needed to help determine the custody relationship between the applicant and the infant. In terms of fund distribution, the channels for distributing childcare subsidies are the bank cards or other financial accounts of applicants or infants. Encourage the issuance of one card financial subsidies or social security cards for infants and young children to benefit the people and farmers. For children's welfare institutions as applicants, the distribution channel is the public account of the children's welfare institution. Each province shall determine the specific timing for the distribution of childcare subsidies based on actual conditions, and in principle, at least one batch shall be distributed in a centralized manner every quarter to ensure timely and full distribution of subsidies. The relevant person in charge of the Population and Family Department of the National Health Commission stated that the implementation of the childcare subsidy system should be subject to supervision and inspection in accordance with laws and regulations. Health departments and finance departments at all levels should establish and improve the mechanism for fund supervision and inspection, and clarify the management requirements for agency distribution institutions and staff.
