On September 16th, the Ministry of Commerce and nine other departments issued the "Several Policy Measures on Expanding Service Consumption", proposing a total of 19 measures in five aspects. Among them, it is explicitly mentioned to "optimize student holiday arrangements, improve supporting policies", and further propose to "explore the establishment of spring and autumn holidays for primary and secondary schools, correspondingly shorten winter and summer vacation time, and increase service consumption time for tourism travel". This statement has once again sparked widespread discussion among various sectors of society regarding the establishment of "Spring and Autumn Holidays". The so-called spring and autumn holidays refer to a short break for students during the spring and autumn semesters, which is different from winter and summer vacations. This is not a completely new concept. As early as 2013, the General Office of the State Council issued the "National Tourism and Leisure Outline (2013-2020)", which proposed that while the total holiday duration remained unchanged, higher education institutions could adjust the winter and summer vacation time according to actual conditions, and local governments could explore spring break or autumn vacation for primary and secondary schools. Subsequently, multiple policy documents also put forward similar suggestions. In March of this year, the "Special Action Plan for Boosting Consumption" issued by the Central Office and the State Council Office once again clarified that "localities with conditions are encouraged to explore the establishment of spring and autumn leave for primary and secondary schools based on actual conditions". The policy proposal of setting up "Spring and Autumn Holidays for Primary and Secondary Schools" focuses on adjusting the holiday structure to meet the needs of modern society. Behind it is a comprehensive consideration of educational laws, family needs, and economic and social resources. On the basis of ensuring the total amount and duration of teaching remain unchanged, setting up spring and autumn holidays as a more flexible holiday arrangement is not only conducive to promoting tourism consumption, but also helps to improve students' comprehensive quality. This contains the deep logic of 'humanistic economics'. On the one hand, setting up spring and autumn holidays can help achieve staggered travel, alleviate the pressure brought by concentrated vacations, enhance tourists' travel experience, and promote higher quality development of the tourism industry. From an economic perspective, this measure aims to break the time constraints of tourism consumption. Traditional winter and summer vacations, as well as statutory holidays, can easily lead to excessive concentration of tourists. Even with high-quality tourism resources, it is difficult to ensure the quality of tourism in the face of a "crowd following" style of surging passenger flow. On the other hand, segmented vacations can also help primary and secondary school students adjust their learning pace and improve their learning efficiency. Education should focus on people's needs and development. Current students face high academic pressure, and prolonged continuous learning can easily lead to fatigue, while excessively long winter and summer vacations may also cause gaps in knowledge connection. Setting short breaks during the semester can help students balance work and rest, and promote their physical and mental health. In addition, the pleasant climate in spring and autumn is suitable for outdoor activities, providing students with more opportunities to engage in nature and practical experiences. The ancients said, 'Do not let the good days of spring and autumn go.' Walking into nature and participating in outdoor practices have irreplaceable value for students' growth, which cannot be replaced by textbook learning. The scene depicted in the Analects of Confucius, where one bathes in the Yi, dances in the wind, and returns home with singing, is a vivid embodiment of cultivating temperament and harmonious education in nature. Of course, the implementation of spring and autumn holidays cannot be separated from various supporting measures. This includes effectively implementing the paid leave system, improving the diversified custody service system, and flexibly formulating the duration and arrangement of leave according to the actual situation in various regions. Only in this way can we ensure that policies remain unchanged in exploration and practice, and enable students to achieve comprehensive development in a humane holiday system. It is worth mentioning that Hangzhou, Zhejiang has been piloting spring and autumn leave since 2004 and providing free childcare services for families in need, making it a pioneer in exploring and practicing spring and autumn leave. As one of the sample cities of humanistic economics, Hangzhou's early practice during the Spring and Autumn period may not be accidental. (New Society)
