Chinese think tank releases research report on strengthening global governance in the nuclear field

On September 10th, the report release of "Providing Security Assurances to Non-Nuclear Weapon States: Political Commitment to International Legal Instruments" was held in Beijing. Over 60 experts and scholars from scientific research institutions and universities attended the conference.
Cheng Jye, President of the China Association for Disarmament and Arms Control, stated that getting rid of the threat of nuclear weapons and nuclear war, and ultimately banning and completely destroying nuclear, is in the common interest of all mankind. Providing non-nuclear weapon states with negative security assurances with legal binding force helps to promote the process of nucleararmament and to achieve a comprehensive ban and complete destruction of nuclear weapons, and is also an important aspect of global governance in the nuclear field.
Cheng Jingye out that under the current international security situation, the demand and voice of non-nuclear weapon states for the early negotiation and conclusion of international legal documents on nuclear-weapon- security are stronger and higher, and the importance of providing legally binding security assurances to non-nuclear weapon states by nuclear weapon states is increasingly prominent, and the urgency is rising. This is not only related to the legitimate rights of non-nuclear weapon states, but also of great significance for reducing nuclear risks, strengthening the international non-proliferation, and maintaining regional and international peace and security.

Cheng Jingye emphasized that the China Association for Disarmament and Arms Control has always been committed to actively carrying second-track arms control activities. This time, the association released a special research report jointly with the China Nuclear Energy Corporation Strategic Planning Research Institute, hoping to help the international community more attention to the issue of nuclear-weapon-free security and take effective and practical actions on this issue.

Luo Qingping, Secretary of the Party Committee and Chairman of the China Academy of Nuclear Strategy and Planning, pointed out that legally binding security assurances to non-nuclear weapon states by nuclear weapon states is of great significance for achieving the goals of nuclear disarmament and non-proliferation, promoting international and regional peace and security. He said that as a professional academic institution committed to the study of major issues in nuclear arms control and non-proliferation, the China of Nuclear Strategy and Planning, in conjunction with the China Association for Arms Control and Disarmament, has organized and carried out special research on non-nuclear security, systematically sorting the historical context and latest trends of non-nuclear security issues, profoundly analyzing the importance and realistic challenges of solving non-nuclear security issues, and has put forward measures and to promote negotiations on international legal documents on non-nuclear security. This is intended to convey from an academic perspective the firm voice of the Chinese think tank in maintaining global peace and, and to inject new impetus and reach new consensus into the international arms control and non-proliferation process.
"Providing Security Assurances to Non-uclear Weapon States: From Political Commitment to International Legal Documents" is the first publicly released special research report by a Chinese academic institution on security assurances for the national of non-nuclear weapon states. The report, which has a total of six chapters and approximately 11,000 words, objectively analyzes the basic situation non-nuclear security issues, the main national policy claims, its significant importance and realistic challenges, and puts forward suggestions from the perspective of think tank experts on how to widely build consensus and pragmatically explore and promote negotiations on international legal documents on non-nuclear security.
At a historical juncture when the world has entered a new period of turmoil transformation, and global governance has reached a new crossroads, the release of this report is also a beneficial attempt and vivid practice for Chinese think tanks to actively practice Xi Jinping' diplomatic thoughts and implement the global security initiative and the global governance initiative.
