China's Experience Helps Rural Governance in Indonesia
2025-09-10
In Java Province, Indonesia in August, the scorching sun is like fire. In the village of Bulvosono in the east, green farmland is scattered in an orderly manner, and coconut trees sway in front and behind residential houses. Villagers gather by the "Qingliang Creek" behind the village to relax and enjoy the cool breeze. The trees here are dense, the water is clear, and sidewalks have been opened along the shore. There are also stone tables, benches, and leisure pavilions. Some villagers have opened small shops here, and a children's swimming pool has been built next to it. It's hard for outsiders to imagine that a few years ago, the surrounding villagers used to treat the banks of the creek as open-air garbage dumps, and the environmental hygiene was worrying. Many people chose to take a detour. Village chief Hendrik mobilized the villagers to thoroughly clean up the creek, transforming it into a place for villagers to relax and have fun, and gave it a pleasant new name - "Qingliang Creek". And Hendrik's decision to clean up the creek stems from his study and exchange in China with the Indonesian Rural Cadre Training Class (referred to as the "Village Chief Class") in 2023. The "Village Chief Class" was officially launched in 2019, hosted by the Chinese Embassy in Indonesia and in cooperation with the Indonesian Ministry of Rural and Underdeveloped Areas Development. Every year, 20 to 30 Indonesian village chiefs are selected to visit and study in China. As of 2024, the "Village Chief Class" has been held for four sessions, and over a hundred Indonesian village chiefs have set foot on Chinese soil to experience and understand rural construction in China. During that study exchange period, Hendrik went to Beijing, Zhejiang, Anhui and other places, among which the water system management and water resource protection work in Dongziguan Village, Hangzhou left a deep impression on him. The entire village is surrounded by water, with a beautiful and pleasant environment. Both the water surface and the streets are clean, and the garbage is sorted and processed. Inspired by this, I immediately took action when I came back, "he told reporters." Chinese friends have done well, and Indonesia should also follow suit. Through the collective efforts of the villagers, there are fewer mosquitoes in the village, the environment has improved, and people are healthier. "The renovated" Qingliang Creek "has brought many benefits to the surrounding villagers. Villager Seramet and his family opened a small shop in "Qingliang Creek". He said, "This used to be dirty, messy, and unmanaged, but now it is clean and comfortable. Many people come here for leisure. I can earn an average of 500000 Indonesian rupiah (about 220 yuan) a day, and at most, it can even reach 2 million Indonesian rupiah. The economic situation of my whole family is getting better and better." From Dongziguan Village in China to Bulvosono Village in Indonesia, rural environmental governance has completed an international relay. Hendrik hopes that the successful experience of "Qingliang Creek" can be promoted in Indonesia and benefit more Indonesian villages. The village office in Bulvosono village has also been revitalized through Hendrik's efforts. Hendrik said that after returning from China, he had a new understanding of the functions and significance of village offices, so he renovated them and re planned their functions: handling grassroots civil affairs, providing public discussion space, undertaking education and knowledge dissemination functions, and promoting the image of the village. Hendrik also plans to set up an exhibition hall in the village office to introduce the village of Bulvosono and promote local specialty products. China's development is advancing rapidly, and rural governance in China is also very good. Although the two countries have different national conditions, we can start from what we can do and move forward step by step. ”He said. What impressed Hendrik the most during his trip to China was the spirit of the Chinese people's unremitting struggle. We also need to encourage others to participate in the cause of building our homeland together. This is the biggest gain of my 'China trip', "he said. Sutikno is the leader of 70 duck farmers in Bulvosono village. According to him, it was through Hendrik's efforts that the farmers in the village obtained small bank loans and gradually gathered to form economies of scale, continuously enhancing their ability to resist market risks. Now we have to sell 1000 to 1400 ducks every day, not only to nearby towns, but also to big cities such as Malang and Surabaya. Our daily profit is around 6 million Indonesian rupiah (approximately 2640 RMB). ”Sutianno said. Hendrik, the village chief who does practical things, is warmly greeted wherever he goes. When encountering elders or acquaintances, they also need to talk about the latest trends in agriculture. Hendrik said he will receive the latest market prices for baby ducks on his phone; At 8 pm, we are still gathering villagers for a meeting to discuss village safety issues; This year, the government allocated funds to build a cement road in the village; Not long ago, a girl in the village married a Chinese young man, and he even helped the couple apply for a marriage certificate... "If we were mediocre, the result would be unremarkable, but if we did something unusual with extraordinary enthusiasm, the result might be completely different. Thank you for the cooperation between China and Indonesia, which has given us the opportunity to study in China. I sincerely hope that the 'Village Chief Class' will continue to improve. If given the chance, I would also like to visit and learn in China again. ”Hendrik said. (New Society)
