In the golden autumn, Hong Kong is about to hold the 10th "the Belt and Road" Summit Forum. More than 90 senior officials and business leaders from 18 relevant countries and regions will gather in Xiangjiang to seek business opportunities and cooperation prospects. This will certainly leave a strong mark on the long scroll of "the Belt and Road" co construction, and will also become a historic moment for Hong Kong to participate in high-quality co construction of "the Belt and Road". Looking back, Hong Kong has made outstanding contributions to the construction of the "the Belt and Road" and jointly built the "the Belt and Road" initiative. Since the initiative was put forward, it has transformed from concept to action, from vision to reality, becoming an important practical platform for building a community with a shared future for mankind, injecting new impetus into world economic growth, and opening up new space for global development. In this magnificent process, Hong Kong has played an irreplaceable and important role with its unique advantages. Hong Kong is the 'super contact' that connects the mainland and international markets. Under the "One Country, Two Systems" policy, Hong Kong's role as a bridge and link has become more prominent, and its connectivity with the world is increasingly expanding. Hong Kong has joined over 100 international organizations, participated in and applied to more than 280 international multilateral agreements, making it the second city in the world to have foreign consulates. Hong Kong has also actively held various international conferences and forums, which has promoted policy communication, economic and trade exchanges and people to people connections among countries along the "the Belt and Road". Hong Kong is a 'functional platform' for corporate investment and financing. As an international financial, shipping and trade center, Hong Kong is a key node for the financing and smooth trade of the "the Belt and Road". The process of RMB internationalization has been steadily advancing in Hong Kong, providing more options for investment and financing of the "the Belt and Road". Hong Kong's status as a free port and developed sea air transportation network have facilitated the exchange of goods with relevant countries. The Hong Kong SAR government is also actively expanding the "the Belt and Road" emerging market. In May this year, Chief Executive Li Jiachao led more than 50 entrepreneurs from Hong Kong and the mainland to visit Qatar and Kuwait, and reached a series of practical cooperation results, fully demonstrating the advantages of the "one country, two systems" system and the unique role of Hong Kong's "internal and external connectivity". Hong Kong is a cultural exchange link between the East and the West. Hong Kong is an ideal place for cultural exchange and mutual learning, where Chinese and Western cultures converge, open and inclusive. Many international institutions and non-governmental organizations have settled in Hong Kong. Hong Kong's universities, think tanks and cultural organizations have actively participated in the "the Belt and Road" people to people and cultural cooperation projects, enhancing mutual understanding and friendship, and laying a solid social and public opinion foundation for cooperation. Since the launch of the "the Belt and Road" Scholarship in the 2016/17 academic year, the Education Bureau of the Hong Kong Special Administrative Region Government has funded 680 international students from 49 co construction countries to study in Hong Kong. In particular, Hong Kong has successfully held nine "the Belt and Road" Summit Forums, attracted nearly 45000 guests from more than 120 countries and regions, organized about 5400 business matchmaking meetings, supported more than 2000 projects, and facilitated more than 30 cooperative transactions, covering many important fields such as infrastructure, finance, science and technology, and green development. The fruitful results of the Forum fully demonstrate Hong Kong's unique value and important contribution to high-quality participation in the construction of the "the Belt and Road". Looking forward to the future, Hong Kong has a broad prospect in the joint construction of the "the Belt and Road". At present, the world's centennial changes have accelerated, but the theme of the times of peace and development has not changed, and the historical trend of economic globalization has not changed. China's attitude to high-level opening up remains firm, and its determination to share development opportunities with the rest of the world remains firm. Jointly building the "the Belt and Road" is moving towards high-quality development, with increasingly rich connotation and expanding fields, which has brought unprecedented new opportunities to Hong Kong. With the deepening of the "the Belt and Road" cooperation, especially the continuous release of cooperation potential in new areas such as health, green, digital and innovation, Hong Kong's experience in professional services, international rules, innovative science and technology, people to people and cultural exchanges and other areas will be promising, and certainly promising. Hong Kong can build a comprehensive service platform of the "the Belt and Road". With the strong support of the central government, Hong Kong can continue to consolidate and enhance its position as an international financial center, strengthen its role as a global offshore RMB business hub, promote the innovation of financial products, and provide better financial services for the construction of the "the Belt and Road". Taking the establishment of the International Court of Mediation in Hong Kong as an opportunity, we will accelerate the construction of an international legal and dispute resolution service center to provide efficient and fair solutions for international commercial disputes. Vigorously promote the transformation and upgrading of the shipping industry, focus on developing high value-added maritime services, build smart ports, and enhance the functions of international trade centers. Hong Kong can become a functional docking hub of the "the Belt and Road". Backed by the motherland and connected to the world, this is Hong Kong's biggest development advantage. Hong Kong can make good use of this advantage, deepen cooperation with various provinces, regions, and cities in mainland China, especially in the coordinated development with mainland cities in the Guangdong Hong Kong Macao Greater Bay Area, achieve complementary advantages, and sail together. For example, when undertaking large-scale infrastructure projects such as airports, subways, and ports abroad, Hong Kong companies can consider forming a consortium with mainland companies to jointly bid, with mainland companies responsible for infrastructure and Hong Kong companies responsible for design and operation, integrating the strengths of both parties to form a unique competitive advantage. Hong Kong can foster new advantages in people to people and cultural exchanges along the the Belt and Road. Hong Kong has five global top 100 universities and 15 State Key Laboratory, which are valuable resources for Hong Kong to carry out youth education and science and innovation cooperation with relevant countries. We can make good use of these favorable conditions, cooperate with mainland universities and youth groups to carry out international people to people exchanges, cultivate more talents who are familiar with international rules and understand relevant national conditions, and consolidate the civil and social foundation of the "the Belt and Road" cooperation. The "the Belt and Road" is a road of win-win, development and hope. Hong Kong is not only China's Hong Kong, but also the world's Hong Kong. With the strong leadership of the central government, the strong support of the mainland, and the concerted efforts of all sectors of Hong Kong society, Hong Kong will certainly be able to show new achievements, make new contributions, and write a new chapter in the second golden decade of Hong Kong's participation in the "the Belt and Road".
