Gathering over 200 high-end scientific research projects, 447 technology enterprises, 10 major national scientific research platforms, and more than 15000 scientific research talents... In August of this year, on the occasion of the second anniversary of the issuance of the "Development Plan for the Shenzhen Campus of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone", the Shenzhen Campus of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone (hereinafter referred to as the "Hetao Cooperation Zone") submitted an impressive "report card". The Hetao Cooperation Zone is located in the cross-border border area between the northern part of the Hong Kong Special Administrative Region and the central southern part of Shenzhen, with an area of approximately 3.89 square kilometers, including a 3.02 square kilometer Shenzhen park and a 0.87 square kilometer Hong Kong park. At present, Shenzhen and Hong Kong are deepening cooperation and working together to build the Hetao "experimental field" into a world-class "scientific research hub". The fruitful achievements of scientific and technological innovation have entered the embodied intelligent robot pilot base located in the Hetao Cooperation Zone Shenzhen Park, where various types of robots such as firefighting robots and transportation robots are displayed. They will undergo standard specification testing in different application scenarios, enter the mass production stage, and ultimately be deployed to various industries. The pilot platform is an important part of transforming scientific research achievements into practical productivity. In the past two years, the Hetao Cooperation Zone Shenzhen Park has accelerated the construction of the Guangdong Hong Kong Macao Greater Bay Area pilot transformation cluster area, and has built four pilot service platforms including special embodied robots and intelligent automated drug discovery, which are open and shared with the industry. Six pilot platforms, including new optoelectronic materials and imaging devices, and artificial intelligence terminal testing, are actively under construction, basically achieving full coverage of pilot capabilities in key industrial fields. The Hetao Cooperation Zone Shenzhen Park continues to promote breakthroughs in key core technology projects and accelerate the cultivation of new quality productivity around key industries. In the past two years, specialized and innovative enterprises such as Kunyun Technology and Niu Xin Semiconductor, as well as unicorn companies, have rapidly grown on this fertile land of scientific and technological innovation, achieving key core technological achievements such as the first domestic prototype of the emission electron beam lithography machine and the domestically developed 7T nuclear magnetic resonance imaging system. At present, the Shenzhen Campus of the Hetao Cooperation Zone has successively unveiled and established the International Headquarters of the Guangdong Hong Kong Macao Greater Bay Area National Technology Innovation Center, the International Advanced Technology Application Promotion Center, the Hetao Mathematics and Interdisciplinary Research Institute, and the Peking University Shenzhen Hong Kong Hetao Science and Technology Innovation Center, realizing the landing and operation of the Life Science and Energy Materials Innovation Research Institute, the Guangdong Hong Kong Macao Greater Bay Area Digital Economy Research Institute, and the Guangdong Hong Kong Macao Greater Bay Area (Guangdong) Quantum Science Center. It has also introduced 8 research and development centers of Fortune 500 companies, including the Apple Application Research Laboratory and STMicroelectronics Global Packaging and Testing Innovation Center. The internationally leading scientific research and experimental facility cluster is accelerating its formation. In the past two years, the Hetao Cooperation Zone has implemented a number of major innovative systems, such as the "10 Measures of Customs", to promote the smooth flow of factors related to scientific research, including people, logistics, capital flow, information flow, and commercial flow, through the shuttle of cross-border buses between Shenzhen and Hong Kong, the rapid receipt of cross-border scientific research funds, and the safe "crossing of the river" of key scientific research equipment. This has injected surging momentum into the Shenzhen Hong Kong science and technology innovation engine. In terms of cross-border personnel mobility, Shenzhen and Hong Kong have introduced measures such as "Channel 1 for Convenient Cross border Commuting" and "Shenzhen Hong Kong Cross border Direct Bus". Hong Kong researchers can travel from the University of Hong Kong and the Hong Kong Science Park to the Shenzhen campus of the Hetao Cooperation Zone for work in 35 minutes, increasing commuting efficiency by 30%. The reconstruction project of Huanggang Port located in Hetao is expected to be put into use next year. The new port will adopt a "cooperative inspection, one-time release" customs clearance mode, making it more convenient for personnel and vehicles to clear customs. In terms of cross-border flow of scientific research goods, the Hetao Cooperation Zone has promoted the implementation of the "10 Customs Measures" and released a public ERP system and public information service platform, achieving a significant improvement in customs clearance efficiency for biological products, scientific research goods, instruments and equipment. In terms of convenient flow of capital elements, the Hetao Cooperation Zone Shenzhen Park has taken the lead in launching the "Kehuitong" pilot program to solve the problem of foreign non enterprise scientific research institutions opening capital accounts. The relevant experience has been replicated and promoted to 16 cities across the country. In order to meet the R&D and production needs of innovative enterprises in the region, the Hetao Cooperation Zone Shenzhen Park has also partnered with the Shenzhen Futian Power Supply Bureau of Southern Power Grid to provide customized comprehensive energy consumption solutions for high-tech enterprises, ensuring scientific research and production while reducing energy consumption costs and empowering green and low-carbon development. Our experimental equipment has high requirements for electricity, and even slight voltage instability can cause deviations in the collected data, "said Chen Wei, an assistant professor at the Hong Kong Institute of Neuroscience. The park has a complete infrastructure to meet the needs of high-precision experiments, and a series of tax incentives and service policies are also very attractive. Here, Chen Furong and his team have developed China's first high temporal and spatial resolution transmission electron microscope with independent intellectual property rights, achieving a domestic breakthrough in cutting-edge technology for key equipment. He introduced that City University of Hong Kong plans to invest an additional HKD 120 million in the second phase of its Hetao Shenzhen Park project. In the future, more research talents will bring the project to Hetao for development and promote the industrial transformation of technology. In the past two years, Shenzhen and Hong Kong have deepened cooperation and collaborative innovation, and accelerated the landing of science and technology innovation projects in Hetao. At present, the Hetao Cooperation Zone Shenzhen Park has gathered 65 local research institutions and enterprises in Hong Kong, including the Hong Kong Academy of Applied Sciences and the Asian Anti Aging and Translational Medicine Research Center; Establishing the first branch of the Hong Kong Science Park in mainland China, attracting nearly 70 technology companies to settle in, including over 60 Hong Kong funded enterprises and research institutions; We have jointly launched 13 key scientific research projects with five Hong Kong universities, including the University of Hong Kong and the Hong Kong University of Science and Technology. Over a hundred Hong Kong entrepreneurial teams and more than a thousand Hong Kong and Macau talents have taken root here. In November 2024, the Hong Kong SAR government officially announced the "Development Outline of the Hong Kong Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone", accelerating the development plan of "one zone and two parks" in Hetao. Sun Dong, the Secretary for Innovation, Technology and Industry of the Hong Kong Special Administrative Region Government, introduced that the Hong Kong campus of the Hetao Cooperation Zone will enter the operation stage within this year, with nearly 30 enterprises having signed agreements and settled in the first batch. Entrepreneurs who have settled in the Hong Kong Park of the Hetao Cooperation Zone have expressed that the investment in technology and talent between Hong Kong and Shenzhen provides greater development space for enterprises, and they hope to use the Hetao platform to enter a broader international market.
