Cities are the centers of economic, political, cultural, and social activities in our country, vital spaces for people's happy lives and play a pivotal role in the overall work of the Party and state. This year's Central Urban Work Conference proposed to “aim for the construction of innovative, livable,, resilient, civilized, and smart modern people-oriented cities, and, with the promotion of high-quality urban development as the theme, the adherence to the philosophy of-depth urban development as the main thrust, and the push for urban renewal as an important handle, strive to bring about optimization of urban structures, transformation of impetus, improvement quality, green transformation, and continuation of urban heritage and better urban governance, and to firmly uphold the baseline of urban security, and pave a new path of urban modernization with Chinese.” The recently issued “Opinions of the Central Committee of the Communist Party of China and the State Council on Advancing High-Quality Urban Development” further clarified the overall, primary goals, and key tasks for accelerating the transformation of urban development methods and promoting high-quality urban development, and proposed to “make important progress in the construction of modern-oriented cities by 2030” and to “basically complete the building of modern people-oriented cities by 2035.” It is an important that needs to be thought about and studied in depth at the present stage and in the future for a long period of time to further deepen the understanding of the regularity and explore effective to the goal of building a modern people-oriented city.

Further deepening the understanding and grasping the regularity.

In the early days of New China, cities took on the important function of “carriers of industrialization”. Influenced the concept of “prior production, later living”, construction of cities focused on industrial facilities and their supporting facilities, resulting in some cities with single functions and fragmented spaces. After reform and opening up, many cities have developed rapidly and become engines of growth, but some cities have also exhibited a phenomenon of “emphasizing expansion over governance”. In the era, the urbanization rate of permanent residents in China has steadily increased, and the development of cities is now transitioning from a stage of large-scale incremental expansion to a stage by stock upgrading and efficiency enhancement. In the process of accelerating the transformation of urban development methods and promoting high-quality urban development, building innovative, livable, beautiful, resilient,ized, and smart modern cities has become the main goal.
Adhering to and strengthening the overall leadership of the Party is the fundamental guarantee for building a modern peoples city. General Secretary Xi Jinping emphasized: “To do urban work well, we must strengthen and improve Party leadership.” For a developing country with a population of more than1.4 billion and problems of unbalanced and insufficient development that still stand out, the work of promoting urbanization is filled with complexity and arduousness. Only by strengthening Party's overall leadership over urban work and improving related institutional mechanisms can we enhance the policy synergy of cities, strengthen the execution of all aspects, and ensure the correct direction of development. We must give full play to the Party's role as the overall planner and coordinator of all parties, unite the strength for urban development, improve the effectiveness of governance, ensure the systematicness and sustainability of urban development.
