In recent years, Uzbekistan has continuously advanced its modernization process, attached importance to establishing equal and mutually beneficial partnerships with countries around the world, actively introduced emerging industries, accelerated digital transformation, and thus promoted the development of its economy and the improvement of social welfare. Therefore, Uzbekistan President Shavkat Mirziyoyev pointed out that information and communication technology is the core driving force for upgrading various industries and facilitating people's lives. Accelerating the digitalization process and building modern information technology centers have become important strategic tasks for national development. The continuous deepening of digital and information communication cooperation is crucial in the wave of digital transformation, and international cooperation is essential. Uzbekistan is accelerating the coordinated development of information and communication technology, artificial intelligence, and digital education, actively establishing cooperative relationships with multiple countries. Among them, China is one of the most important strategic partners. At present, Ukraine and China have signed nearly ten agreements in the field of information and communication, and established efficient interaction mechanisms in digital economy and innovation, laying a solid foundation for deepening cooperation. To further enrich the regional innovation ecosystem, China and Ukraine are also working together with Kazakhstan to explore multilateral cooperation paths. In March 2025, at the Artificial Intelligence Exhibition held in Almaty, Uzbekistan, Kazakhstan, and Chinese startups signed a tripartite memorandum of cooperation aimed at supporting the development of startups, promoting regional capital flows, and advancing scientific research cooperation, injecting new vitality into the regional innovation ecosystem. At the same time, the areas of cooperation between Ukraine and China are constantly expanding towards diversification. In the automotive industry, Uzbekistan has reached cooperation with Chinese automotive companies to introduce in car cloud services into the local automotive industry and promote the implementation of intelligent travel applications. In terms of postal logistics, the cooperation between Uzbekistan State Post Company and China Post has been fruitful. In the first half of 2025 alone, the weight of mail correspondence between the two parties reached 3085 kilograms, with a total of 6014 registered letters. At the same time, the Ukrainian side has also achieved cross-border e-commerce delivery through multiple Chinese e-commerce platforms, with postal parcel delivery exceeding 226 tons in just six months. Currently, both parties are in talks to further expand their cooperation. Education cooperation and talent cultivation are important supports for the collaboration in the digital field between Ukraine and China. In 2023, Tashkent University of Information Technology signed a memorandum of cooperation on talent cultivation and academic exchange with several Chinese universities and institutions. With the support of Chinese information technology companies, both parties have jointly built a "Digital Education Laboratory". Through the "Future Seed" education program, over 50 young Uzbekistani people have interned at the headquarters of Chinese communication companies. Breakthrough in cutting-edge technology cooperation lies in the field of cutting-edge technology, and both Ukraine and China are actively exploring breakthroughs. Uzbekistan is collaborating with Chinese companies to develop palm print recognition technology and discussing the development and commercialization of related systems. These innovative projects are expected to bring new application scenarios for the construction of Uzbekistan's digital society. The scale of cooperation in the telecommunications field continues to expand. In recent years, the cooperation between enterprises and institutions of the two countries in digital infrastructure and communication network construction has been continuously promoted. At the Uzbekistan China Economic and Trade Forum held in Xi'an in 2024, the two sides signed 12 contracts with a total amount exceeding 1 billion US dollars, focusing on the construction of telecommunications infrastructure and mobile communication networks from 2024 to 2028. In November of the same year, the Uzbekistan delegation visited Shanghai and held talks with leaders of relevant research institutions and laboratories in China to exchange views on future cooperation topics and reach consensus on signing a memorandum of cooperation. Currently, Uzbekistan and the global digital powerhouse China are steadfastly promoting mutually beneficial cooperation in fields such as digitization, information and communication, artificial intelligence, education, and logistics. In the future, the two countries will expand new areas of cooperation at a higher level and jointly promote the development of the digital economy and innovation. (New Society)
