"At a recent hearing held in front of a resident's house, Zhang, a party involved in a deliberate injury case, sincerely apologized. The handling of this case is a vivid practice of the Lishui District Procuratorate in Nanjing, Jiangsu Province embedding the "Zhuanggen Hotline" into the district comprehensive management center to jointly resolve conflicts and disputes. In August 2024, Zhang was walking his dog in the community when he suspected that his neighbor Wang was riding a tricycle and injured his pet dog. He had a dispute with Wang and got into a scuffle, resulting in Wang's injury. After appraisal, Wang suffered minor injuries of level one. In February of this year, Zhang was transferred to the Lishui District Prosecutor's Office for examination and prosecution on suspicion of intentional injury. The investigating prosecutor found that Zhang and Wang were originally villagers from the same town, but were later relocated to the same community due to demolition. After this incident, both parties held a sense of resentment in their hearts. Both 'sue' and 'not sue' will intensify conflicts, so the hospital relies on the 'Zhuanggen Hotline' stationed in the Comprehensive Management Center to work together to resolve conflicts. The "Zhuanggen Hotline" is a prosecutorial service hotline opened by the Lishui District Procuratorate in 2010, named after Zhang Zhuanggen, a good citizen of Nanjing and an outstanding prosecutorial officer of the hospital. It is composed of four prosecutorial officers who have rich experience in resolving conflicts and disputes. As they have been active in the front line of judicial services for the people, they are deeply trusted by the local people. This year, the hospital adapted to local conditions and embedded the "Zhuanggen Hotline" into the Lishui District Comprehensive Management Center, deeply integrating it into the center's work through resident police officers and collaborative efforts with relevant departments. The investigation team of the "Zhuanggen Hotline" considered that the case was a minor case caused by a neighborhood dispute and decided to hold a prosecution hearing in the community. The hearing invites staff members, community cadres, and village representatives from the units that have settled in the Comprehensive Management Center to participate. At the hearing, the prosecutors from the "Zhuanggen Hotline" case handling team actively carried out legal interpretation and reasoning, and everyone solved the problems and resolved them from different perspectives. In the end, both sides put aside their grievances, Zhang voluntarily apologized and compensated, and obtained Wang's forgiveness. The Lishui District Procuratorate has made a non prosecution decision against Zhang in accordance with the law. It is reported that since the establishment of the "Zhuanggen Hotline" by the Lishui District Procuratorate in the Comprehensive Management Center, it has cooperated with other departments to carry out one-stop dispute resolution and integrated assistance for 7 cases. In addition, the hospital also leveraged the advantages of the comprehensive management center platform to analyze and collect 5 clues related to public interest litigation and juvenile cases, and promoted the completion of 3 cases and their closure.
