Transparent and traceable AI content, a crucial step in industry governance

According to a report by CCTV on September 1st, the "Artificial Intelligence Generated Composite Content Identification Method" jointly issued by the Cyberspace Administration of China and four other departments will officially come into effect on September 1st. The method specifies that all AI generated text, images, videos, and other content must "indicate their identity". In today's surging digital wave, artificial intelligence has increasingly penetrated into our daily lives. From intelligent voice assistant to autonomous vehicle, from personalized recommendation system to AI painting and writing, every leap of AI technology is redefining the interaction boundary between human and technology. However, with the explosive growth of AI generated synthetic content, a series of ethical, legal, and social issues have also emerged. The implementation of the "Artificial Intelligence Generated Composite Content Identification Method" marks an important step forward for China in the field of AI governance and sets a benchmark for transparent management of AI generated content. The core of this method is to require all AI generated text, images, videos, and other content to "clearly identify themselves," which directly hits a major pain point in current AI applications - the lack of authenticity and credibility. In the era of information explosion, the speed and scope of false information dissemination are often beyond imagination. The abuse of AI technology, especially the maturity of deepfake technology, makes it easy to create realistic but completely fictional content, which poses a serious challenge to personal privacy, social stability, and even national security. Therefore, forcing AI to generate content with labeling is not only a reflection of technical ethics, but also a necessary measure to maintain the health of the information ecosystem and safeguard the public's right to know. As of the end of 2024, a total of 302 generative artificial intelligence services in China have been registered, with a total of over 600 million registered users, and multiple large model products with performance ranking among the top in the world. With the rapid popularization of AI technology, there is also an urgent need for effective regulation. This identification method focuses on building a full chain defense line from content generation to dissemination through a dual mechanism of explicit and implicit identification. In the review process before the content is uploaded, the platform not only needs to check whether it has been marked, but also needs to add risk warnings to unmarked or suspected generated content. This design is expected to effectively intercept the source of false information and reduce its spread risk in cyberspace. This identification method does not exist in isolation, but is closely linked with the existing laws and regulations such as the Administrative Provisions on the Deep Synthesis of Internet Information Services, the Interim Measures for the Management of Generated Artificial Intelligence Services, and comprehensively covers AI content management, which will not only improve the regulatory efficiency, but also urge service providers to pay more attention to the compliance of technical details when performing procedures such as algorithm filing and security assessment, such as the tamper resistance of watermark algorithms, the standardization of metadata formats, etc. In the long run, this will drive the entire industry towards a more standardized and self disciplined direction, forming a market environment of healthy competition. Of course, the implementation of the AI generated content identification system also faces many challenges, such as the complexity of technical implementation, the uniformity of cross platform identification, and the coordination of international standards. We hope that relevant parties can take the initiative and respond positively, further guide technology towards goodness through institutional innovation, and find better solutions for related issues.
