Recently, the Ministry of Industry and Information Technology and the State Forestry and Grassland Administration jointly issued the "Notice on Promoting the Construction of Broadband Forests and Grasslands" (hereinafter referred to as the "Notice"). The Notice proposes that by the end of 2027, the proportion of 4G/5G networks connected to forest farms (stations) will reach 90%, and the coverage level of 4G/5G networks in important locations such as densely populated areas and key fire prevention watchtowers will be significantly improved. Key locations within national nature reserves and other areas will basically achieve broadband network coverage, and 4G/5G network coverage will be achieved as needed along national highways and key provincial roads crossing forest areas and grasslands. The notice focuses on deploying 9 tasks in 4 areas. One is to deepen the network coverage of important locations. Deepen network coverage in densely populated areas and accelerate the upgrade to 5G and gigabit optical networks. Deepen the network coverage of forest and grass fire prevention points, and expand the coverage range of mobile broadband networks, mobile Internet of Things, etc. as needed. The second is to strengthen the construction of key regional networks. Strengthen the network construction of production and operation areas and nature reserves, enhance the network access capability of important locations, and support the acceleration of digital management and operation. The third is to optimize the construction environment for network construction. Optimize the approval process for communication infrastructure in forest areas, further ensure the element guarantee of communication infrastructure construction projects in forest areas and grasslands, and coordinate the reduction and exemption of various related fees such as design and evaluation. The fourth is to improve the level of network maintenance and usage. Strengthen the operation and maintenance of communication infrastructure, promptly identify and address potential faults and hazards. Encourage the provision of network and computing power support for information technology projects such as forest fire warning and monitoring systems in forest areas. In order to ensure the effective implementation of the work tasks related to promoting the construction of "broadband forests and grasslands", the "Notice" proposes to provide guarantee measures in five aspects: establishing coordination mechanisms, organizing and implementing classified measures, strengthening work guidance, enhancing supporting measures, and promoting cooperation and sharing.
