The General Office of the National Health Commission and the General Office of the China Disabled Persons' Federation recently issued the "Opinions on the Construction of Disability Friendly Medical Institutions", requiring more medical institutions to improve the construction of barrier free environments and effectively enhance the medical experience of people with disabilities, by providing accessible pathways for wheelchair access, equipped with rentable wheelchairs and flatcars, and providing a certain proportion of on-site number sources. The opinion is clear that medical institutions should set up accessible signs that meet the standards, accessible parking spaces (including disabled motorized wheelchairs), set up low-level service windows, and set up accessible toilets. Self service public service terminal equipment for registration, calling, payment, etc., with barrier free functions such as voice and large characters, or retaining traditional service methods such as on-site guidance and manual processing. In addition, medical institutions are encouraged to equip themselves with rentable wheelchairs, flatcars, assistive tools that facilitate the movement of people with disabilities, and care equipment such as spill proof plates and tableware, based on their actual situation. At the entrance or prominent location, mark and guide the main accessible facilities or consultation service desks, manual service windows, self-service terminals, etc. within the institution to facilitate disabled people to accurately find their targets. Medical institutions should provide multi-channel registration services, improve various registration methods such as telephone, internet, and on-site appointments, and facilitate channels for families, friends, family doctors, and others to make appointments on behalf of disabled people. Based on the characteristics of people with disabilities, optimize medical treatment paths, simplify admission procedures, medical insurance review, discharge settlement, appointment for examination and testing, and health education for discharged patients. At the same time, it is necessary to rely on medical consortia to enhance the continuity of medical services, actively leverage the role of family contracted doctors, smooth two-way referral channels, and provide convenience for follow-up, follow-up, rehabilitation, etc. for disabled people through sinking experts, reserving outpatient number sources, and hospital beds.
