The guidelines specify that preventive protection of cultural relics and buildings refers to the investigation, diagnosis, and professional maintenance carried out by professional technical personnel in the protection and repair of cultural relics and buildings, as well as the compilation of records and reports throughout the entire process, in order to timely confirm and maintain the preservation and use status of cultural relics and buildings, extend the repair cycle, reduce large-scale intervention, retain as many historical components and information as possible. It is reported that since the founding of the People's Republic of China, the cultural relics department has continuously organized and implemented cultural relic building protection and repair projects, rescued and protected a large number of important cultural relic buildings, and has the preliminary conditions to shift from salvage protection to a combination of salvage and preventive protection.
