China releases first normative document on preventive protection of immovable cultural relics

The reporter learned from the National Cutural Heritage Administration of China that it recently issued the Technical Guidelines for the Preventive Protection of Cultural Relics and Buildings in National Key Cultural Relics Protection Sites (Trial) (the "Guidelines" for short), which is the first normative document for the preventive protection of immovable cultural relics in China. The guidelines specify that preventive protection of cultural relics and buildings refers to the investigation, diagnosis, and professional maintenance carried out by professional technical personnel in the protection and repair of cultural relics and buildings, as well as the compilation of records and reports throughout the entire process, in order to timely confirm and maintain the preservation and use status of cultural relics and buildings, extend the repair cycle, reduce large-scale intervention, retain as many historical components and information as possible. It is reported that since the founding of the People's Republic of China, the cultural relics department has continuously organized and implemented cultural relic building protection and repair projects, rescued and protected a large number of important cultural relic buildings, and has the preliminary conditions to shift from salvage protection to a combination of salvage and preventive protection. The head of the Department of Cultural Relics and Monuments (Department of World Cultural Heritage) of the National Cutural Heritage Administration of China pointed out that the guidelines clearly defined the definition and scope, project cycle, organization and implementation requirements, project work framework and implementation boundary of the current preventive protection project for cultural relics and buildings; The guidelines also specify the technical requirements for the project, emphasizing the principle of "minimal intervention". The introduction of guidelines is conducive to reducing the frequency of repairs and intervention efforts for cultural relics and buildings, eliminating minor illnesses and preventing major ones, better preserving and continuing the value and authenticity of cultural relics and buildings, continuously improving the level of protection and management, and solidly promoting the transformation of cultural relics protection from salvage protection to a combination of salvage and preventive protection.
