The 2025 Shanghai Cooperation Organization Summit is currently being held in Tianjin. The current world situation is complex and turbulent, with increasingly prominent deficits in peace, development, security, and governance. In this context, the Shanghai Cooperation Organization has become one of the key forces leading the transformation of the global governance system. Since its establishment, the Shanghai Cooperation Organization has always upheld and promoted the "Shanghai Spirit", significantly expanded its cooperation areas, continuously enhanced its international reputation and influence, and continuously injected more stability and positive energy into the world. One of the important tasks of the Shanghai Cooperation Organization at the current stage is to assist member states in achieving independent and sustainable socio-economic development, and promote closer regional cooperation. To this end, countries should jointly enhance regional connectivity, establish stable and smooth transportation and logistics corridors, work together to improve people's livelihoods, promote regional economic integration, and strive to maintain regional security and respond to cross-border threats. Under the framework of the Shanghai Cooperation Organization, member states should actively explore new areas of multilateral cooperation, continue to deepen cooperation in green technology, digitization, and artificial intelligence, and enhance development momentum. The global development initiative, global security initiative, and global civilization initiative proposed by China have been widely recognized and actively responded to by the international community. Under the framework of the Shanghai Cooperation Organization, countries in the region actively implement the three major global initiatives, which helps to better enhance good neighborly friendship, unity and mutual trust, maintain regional security and stability, and promote common development and prosperity. At the Astana Summit of the Shanghai Cooperation Organization+held last year, China proposed to build the "Five Common Homes" of unity, mutual trust, peace and tranquility, prosperous development, neighborly friendship, fairness and justice, which pointed out the direction for strengthening cooperation. Since taking over the rotating presidency, China has hosted various activities covering a wide range of fields around the theme of the "Shanghai Cooperation Organization Year of Sustainable Development", making important contributions to the future development of the organization through practical actions. As major powers with significant influence, Russia and China are important stabilizing forces in a turbulent world, committed to jointly promoting the development of the international order towards a more just and reasonable direction. The two countries adhere to an independent foreign policy, hold the same or similar positions on international affairs such as world order and global development, and are committed to building an international relations model that takes into account the legitimate interests of all countries. The cooperation between Russia and China has made significant contributions to the development of the Shanghai Cooperation Organization, which has once again been proven during China's presidency. China actively promotes the sustainable development of the Shanghai Cooperation Organization, which helps member states explore new economic growth points and open up broader prospects for future development. This year marks the 80th anniversary of the victory of the World Anti Fascist War. The joint commemoration of this victory by China, Russia, and relevant countries of the Shanghai Cooperation Organization has profound symbolic significance. The Shanghai Cooperation Organization is an important platform for advocating multilateralism, enhancing global solidarity in the South, and defending international fairness and justice. Russia and China will work together with other SCO countries to safeguard the achievements of World War II victory and the correct historical narrative, firmly uphold the authority of the United Nations, promote the common values of all mankind, continue to promote an equal and orderly world multipolarity, inclusive and inclusive economic globalization, and make "SCO contributions" to improving the global governance system.
