The reporter recently learned from the National Development and Reform Commission that relevant departments will formulate and issue a series of supporting documents around the "Opinions on Deepening the Implementation of the 'Artificial Intelligence+' Action" (hereinafter referred to as the "Opinions"). Among them, specific implementation plans for "Artificial Intelligence+" will be formulated in several key industry areas around the six major actions proposed in the "Opinions", further refining the goals, tasks, key directions, and work measures of each industry; Accelerate the formulation of standards by layer and industry, and promote the standardized development of corpus data, models, and intelligent agent protocols within and between industries. The Opinion recently issued by the State Council focuses on the coordinated promotion of industry application demand and basic capability supply, and carries out six major actions including "artificial intelligence+" science and technology, industrial development, consumer quality improvement, people's well-being, security governance, and global cooperation, promoting the extensive and deep integration of artificial intelligence with various fields and industries in the economy and society. Zhang Kailin, Deputy Director of the High tech Department of the National Development and Reform Commission, stated that the work of "artificial intelligence+" involves a wide range of fields, multiple participating entities, a wide coverage area, and a deep impact, and it is crucial to do a good job in overall planning. Next, we will work with industry regulatory authorities to accelerate the introduction of special implementation plans and supporting policies for various industries, forming a policy synergy to implement the 'Opinions'. At the same time, we will strengthen coordination in policy formulation, financial support, environmental optimization, risk supervision, and other aspects, forming a faster acceleration and stronger resilience for industrial development. Professor Zhang Linghan from the Institute of Data Rule of Law at China University of Political Science and Law stated that at the level of standards and guidelines for the development of artificial intelligence, the "soft law" support system is accelerating its improvement. For example, the "Guidelines for the Construction of a Comprehensive Standardization System for the National Artificial Intelligence Industry (2024 Edition)" explicitly includes seven parts, including basic commonalities and key technologies, into a unified framework.
