Currently, the global digital economy is entering a new stage driven by market-oriented data elements and intelligent technology. Data, especially high-quality, multimodal, and finely annotated data, is crucial for the development of the artificial intelligence industry. How to explore the value release of data elements while breaking through bottlenecks such as "unsmooth data supply", "unreliable data usage", and "unreliable data flow"? As one of the six technical routes for the layout and construction of national data infrastructure, the trustworthy data space has achieved phased results in the pilot experiment of building data infrastructure and strengthening the construction of data security and efficient circulation and utilization foundation. According to industry insiders, the current market-oriented configuration reform of data elements has entered a stage of shifting from supply side promotion to demand side traction and coordinated efforts between supply and demand. However, there are still a series of challenges such as difficulty in data sharing, uncontrolled data use, lack of secure and trustworthy environment, and difficulty in reflecting data value. The widespread problems of data "dare not share, unwilling to share, and unable to circulate" hinder the full release of data element value and become a bottleneck restricting the high-quality development of the digital economy. During the exploration process, industry insiders found that trustworthy data spaces effectively address the aforementioned pain points. Trusted data space is a data circulation and utilization infrastructure based on consensus rules, connecting multiple parties, and achieving data resource sharing and utilization. It is an application ecosystem for co creating the value of data elements and an important carrier to support the construction of a national integrated data market. Last year, the National Data Administration issued the "Action Plan for the Development of Trusted Data Space (2024-2028)", which focuses on deepening the market-oriented allocation reform of data elements, and implements classified policies to promote the construction and application of trustworthy data spaces for enterprises, industries, cities, individuals, and cross-border. In July of this year, the first batch of pilot projects for innovative development of trusted data spaces were announced, with 63 pilot projects selected, including 13 cities, 22 industries, and 28 enterprise trusted data spaces. Practices were carried out around the development and utilization of data resources, secure and trustworthy circulation of data, co creation of data element value, and innovation of data system mechanisms, aiming to form replicable and promotable experience models to support the construction of a national integrated data market. The construction of a multi-dimensional technological roadmap is accelerating at the local and industry levels, and the construction of a trustworthy data space is being promoted. Taking Shanghai as an example, the area is accelerating the implementation of a super city level trusted data space and has entered the trial operation stage. At present, 300 companies have settled in this space, gathering tens of thousands of data resources and developing over 300 data products. The accumulated data calls amount to billions, covering multiple fields such as finance, medicine, and urban governance. This space not only serves the local market in Shanghai, but also becomes an organic part of the national data circulation and utilization market. This means that companies in Shanghai can see and use data products from across the country at their doorstep, while also being able to publish their data services to national channels and share broader market opportunities. Guangzhou also regards the trustworthy data space as an important lever for the market-oriented allocation reform of data elements. The "Overall Plan for the Construction of Digital Guangzhou" clearly defines it as the core carrier for data supply, trustworthy circulation, and development and utilization. The trusted data space is also accelerating its pace in industry applications. At the just concluded 2025 China International Big Data Industry Expo, a number of solutions centered around trustworthy data space have attracted industry attention as important data infrastructure to "ensure data security and trustworthy circulation, and support cross subject data collaborative development". Shang Guangyong, Deputy General Manager and Chief Technology Officer of Inspur Cloud Island Industrial Internet, released the "Inspur Cloud Island Industry Trusted Data Space Service Platform" at the Digital Expo. This platform is guided by national standards and integrates high-performance privacy computing services, high security data sandbox technology, data full chain security situation analysis, high-precision data cross domain control and other trusted control technologies. It builds four core security domains of "storage, computing, management, and governance" and one operation management domain, with core capabilities such as software and hardware integration, distributed connection, global interoperability, and full process trustworthiness. Focusing on the application difficulties and pain points of data elements in key areas such as government affairs, industries, and enterprises, the "Industry Trusted Data Space Service Platform" accurately focuses on enriching application scenarios. Currently, it has been applied in industries such as medical insurance, communication, meteorology, and high-end equipment. Among them, the trustworthy data space of the medical insurance industry has recently been successfully selected as the "2025 Trusted Data Space Innovation and Development Pilot" by the National Data Administration. In addition, the trustworthy data space solution of New H3C Group runs through the entire process from underlying hardware, supporting platforms to data value release, forming a one-stop delivery and full lifecycle operation capability, with three core advantages of complete system, intelligent leadership, and deep cultivation and implementation. At the just concluded 2025 China International Big Data Industry Expo, Liu Liehong, member of the Party Group of the National Development and Reform Commission and Director of the National Data Administration, stated that China is actively promoting the integration of the real economy and the digital economy. According to the new calculation criteria, it is predicted that by the end of this year, the added value of the digital economy is expected to reach around 49 trillion yuan, accounting for about 35% of GDP. The proportion of added value of core industries in the digital economy to GDP has achieved the target of the 14th Five Year Plan ahead of schedule. The National Data Administration, together with various regions and departments, will deepen the market-oriented allocation reform of data elements, actively promote the "AI+" action, fully leverage the role of data as a basic resource and innovation engine, and take multiple measures to promote positive progress in various work. As a key element of the digital economy, data has been deeply integrated into various fields of the economy and society, becoming a key engine for reshaping industrial patterns and cultivating new quality productivity. The promotion of the "Artificial Intelligence+" initiative will strengthen the application of scenarios, lead the release of data value, and form higher requirements for data to be "available, flowing, used well, and secure". Shang Guangyong stated in a media interview that with the booming development of the data element market, Inspur Cloud has realized that with the advancement of artificial intelligence technology, there is an urgent demand for high-quality datasets in the market. Nowadays, whether on the government or enterprise side, there are a large amount of data resources, so the trustworthy data space is expected to usher in an explosive period in the future.
