Objectively speaking, 'dine in' is both an advantage and a potential problem. On the one hand, businesses save a lot of store rent and labor costs, and the prices of dishes can naturally be lower. Only doing takeout also means faster delivery speed; On the other hand, these types of stores only have one kitchen, simple equipment, and limited space, which can easily lead to non-standard food processing. They are often hidden in the deep alleys of the city, and the business addresses and personnel of merchants change greatly, even sliding towards "ghost food delivery", bringing many regulatory challenges to functional departments. People often say that food safety is greater than the sky. Whether online or offline, new formats or old models cannot tolerate any blind spots. If there is a safety issue, even the so-called price advantage and speed advantage are not worth mentioning. However, "banning it" seems too simplistic and goes against the reality of strong demand in the food delivery market. It is more advisable to innovate in regulation to help new things overcome their "growing pains". There are no dine in venues, no on-site supervision, and no traceability system, which are common problems in "dine in takeout" and require a targeted approach. In fact, many places have already been explored. In early July of this year, the first "dine in delivery" standard in China was implemented in Chongqing, covering multiple aspects such as entry barriers, business premises, processing and production, packaging, and delivery. Some practitioners believe that if all are done according to the standard, there will be no difference between takeaway stores and dine in stores, because takeaway stores now broadcast the entire process live, which is actually consistent with the transparency of dine in kitchens; Not long ago, the group standard of "Management Norms for Non dine in Takeout Agglomeration Areas" pioneered by Zhejiang Province was officially implemented. One of its highlights is the efforts made in space, launching "aggregation areas" and implementing group management. Such regulations not only directly address industry pain points and boost consumer confidence, but also have a certain demonstration significance in regulatory innovation. How to make 'dine in' visible? From a practical perspective, the "food delivery satellite store" that is more widely accepted by office workers has provided a new idea, which was first launched by a food delivery platform. The core logic is to radiate brand dine in stores to other small shops, which, although also non dine in takeout, excel in a shared mechanism that is conducive to "quality control": the same supply chain system adopts a unified kitchen personnel assessment, rotation training mechanism, and dining standards. The inspiration is that with the rapid development of platform economy, the food delivery industry has entered a new stage of refined and standardized development. In addition to strengthening qualification review and technical monitoring, platforms can also play a greater role and actively participate in governance work. Dine in is optional, rules must be in place.
