Focusing on targeted and precise supervision, fully utilizing the role of dispatched supervisors as "probes", closely following the decision-making and deployment of the Party Central Committee and the implementation of the responsibility of comprehensively governing the Party strictly, moving forward the tentacles of supervision, and ensuring that political supervision runs through all aspects of the power operation process of the stationed units. Focus on decision-making and deployment implementation. Establish a supervision mechanism for the "first issue", track and supervise the Party organizations stationed in the unit to study and implement the spirit of General Secretary Xi Jinping's important speeches and instructions, as well as major decisions and deployments of the Party Central Committee, to ensure timely and in-depth learning, accurate understanding, and thorough implementation. Adhere closely to the core functions of the stationed units, develop an annual list of key political supervision tasks, clarify supervision matters, responsible parties, expected goals, and completion deadlines, achieve project-based supervision tasks, visualized goals, and specific responsibilities. Carry out embedded and penetrating inspections, focusing on reviewing original materials such as Party committee (Party group) meeting minutes, key work promotion plans, project execution ledgers, etc., and strive to discover and rectify problems such as untimely learning and implementation, deviation in understanding and grasp, and inadequate implementation of responsibilities. Feedback on site and rectification within a specified time limit are required to ensure smooth implementation of government orders and effective execution. Focus on the key points. Establish a closed-loop supervision mechanism for the entire process of pre reporting, in-process supervision, and post inspection of the "Three Major and One Major" matters, clarify the scope of pre reporting, list of reporting materials, and time limit requirements. During the process, supervise the decision-making process through attending meetings, reviewing materials, and conducting inquiries and verifications. Embedding supervision into the decision-making core, strictly implementing the system of resident institutions attending party committee (party group) meetings of resident units, focusing on monitoring whether decision-making topics are compliant, whether brewing is sufficient, whether procedures are standardized, whether discussions are democratic, and whether voting is in accordance with regulations, and promptly proposing supervision suggestions. Strengthen the analysis and judgment of political ecology, regularly organize special consultations on topics such as political ecology construction, major risk prevention and control, trends in petition and reporting, and prominent issues in work style construction, exchange information, jointly analyze and negotiate countermeasures, transmit pressure face-to-face, solve problems point-to-point, and promote the joint efforts of the Party committee (Party group)'s main responsibility and dispatched supervision responsibility. Strengthen linkage and collaborative supervision, focus on building a collaborative and efficient supervision system, deepen the mechanism of regional cooperation according to local conditions, and strive to solve the problems of dispersed forces and segmented work, promote force integration, program compatibility, and work integration. Mechanism empowers and consolidates forces. According to the principle of "regional coordination, complementary advantages, and efficient collaboration", the entire district is divided into multiple collaborative zones. The relevant leaders of the district discipline inspection and supervision commission take the lead, the discipline inspection and supervision office coordinates and coordinates, and the dispatched agencies and street town discipline inspection and supervision agencies work together. Establish a working mechanism of "on-site supervision by stationed institutions+cross inspection of cooperation zones" to address prominent issues and key areas with frequent and easily occurring problems that have been strongly reflected. The stationed institutions will go deep into the front-line business of the stationed units, comprehensively understand the actual situation of policy implementation in the "last mile" through accessing work files, tracking project progress, visiting service targets, and other methods. On the basis of a clear understanding of the situation, we will coordinate and allocate the supervisory forces of each area, focusing on checking whether there are problems such as policy loopholes, fund leakage, poor project quality, and responsibility virtualization, and effectively transform vague issues into effective clues. Joint case handling to overcome difficulties. Establish a "two-way transfer" mechanism for problem clues, where problem clues discovered by stationed institutions during daily supervision are immediately transferred to the collaborative area for analysis and disposal. If problem clues involving stationed units are discovered during special supervision in the collaborative area, they are synchronously transferred to relevant stationed institutions for follow-up. For cases that are complex, involve a wide range of areas, and have significant resistance, the "room group site" joint case handling mode will be launched. The disciplinary inspection and supervision office will take the lead in overall management and coordination, and the stationed institutions will use their familiarity with the situation to break through key points. The town and street disciplinary (work) committees will cooperate with the peripheral evidence collection, and the three parties will complement each other's advantages and work together to tackle the problem. Establish a normalized mechanism for case quality evaluation, led by the case trial room, to regularly organize "review" and cross evaluation of completed cases in the cooperation zone, and promote the continuous improvement of standardized case handling level. Highlighting effective and long-term supervision, adhering to the integrated promotion of "punishment, governance, and prevention", and taking deepening the promotion of reform and governance through cases as a key link to enhance supervision efficiency, striving to achieve a comprehensive effect of investigating and punishing one case, warning one area, and governing one domain. Strengthen warning education. Taking warning education as an important lever to promote the "three no corruptions" policy, the "office team" guides and supervises the units involved in typical cases and related fields to comprehensively use warning education conferences, report typical cases, circulate analysis materials, and hold anti-corruption party courses to deeply carry out the education of morality, discipline, responsibility and accountability through cases, educate people around them through the events around them, and enhance the pertinence and effectiveness of warning education. Efforts should be made to provide warning education to key groups such as "key minorities" and "young cadres". Through watching special warning education films and confession records, visiting warning education bases, and attending court hearings for job-related crimes, the same level and similar warning education should be implemented to urge them to always respect the people, the organization, and the law. Strengthening efforts to promote reform and treatment. In response to typical cases of violations of discipline and law, we firmly establish the concept of "multi-party joint reform". The "department team" jointly studies and analyzes the root causes of problems, puts forward disciplinary inspection and supervision suggestions, clarifies the plan of promoting reform through cases, supervises the unit that initiated the case to carry out rectification and implementation, and dispatches institutions to track and supervise the entire process, and conducts "retrospective reviews" of the rectification situation at appropriate times. Serious accountability will be held for ineffective rectification and perfunctory response. In response to the institutional loopholes and governance shortcomings discovered in supervision, inspection, and review investigations, we will deeply analyze the underlying reasons behind the problems, identify weak links in the supervision and restraint of power operation, defects and loopholes in institutional mechanisms, and weaknesses in ideological education. We will promptly provide opinions and suggestions to the stationed units, promote the establishment and improvement of decision-making rules, internal audit systems, project management methods, etc., and enhance the level of governance.
