The interweaving of corruption and misconduct is a prominent issue that needs to be addressed in the current stage of Party conduct and anti-corruption efforts. Based on work practice, the Commission for Discipline Inspection and Supervision of Gongyi City, Henan Province, adheres to the principles of punishment and deterrence, addressing both the symptoms and root causes, and making systematic efforts to establish a long-term working mechanism for investigating and treating corruption, focusing on eradicating the soil and conditions that breed the problem of corruption. Adhere to strict discipline and use high pressure to deter and strengthen the foundation of joint investigation. One is to strictly punish corruption. Always maintain strategic determination and a high-pressure situation, comprehensively utilize leadership package, listing supervision, and promotion handling methods to effectively investigate and handle a batch of typical cases. In response to the difficult and complex situation of wind and corruption integrated cases, work tips are formulated to standardize the handling process, promote the quick investigation and handling of wind and corruption intertwined problem clues, and efficiently dispose of them. Focus on key areas and "key minorities", deepen the rectification of corruption in key areas such as education, engineering construction, and rural collective "three capital" management, and form a strong deterrent. The second is to strictly rectify and treat the stubborn "four winds". We will always adhere to a zero tolerance attitude, closely monitor the implementation of the spirit of the Central Eight point Regulation, seriously investigate and deal with the "Four Winds" problem of violating discipline and hidden variations, resolutely oppose privileged thinking and behavior, and curb the evolution of the "Four Winds" problem into a corruption problem. The third is to thoroughly investigate and address the intertwined issues of corruption and bribery. Adhere to the principle of "investigating corruption by wind", establish a mechanism for classifying and handling clues related to the "four winds", and delve into the underlying issues such as entrusting tasks and power money transactions. Deepen the "rectification of corruption", refine and verify necessary issues in the review and investigation process, pay attention to "digging cases with cases", achieve simultaneous investigation of corruption and achieve two-way breakthroughs, continuously release strict signals, and consolidate a strict atmosphere. Deepen the treatment of both symptoms and root causes, and improve the pattern of treating the same root cause with systematic thinking. One is to focus on early and early treatment to prevent illness. Deepen the use of warning education, take typical cases of wind and corruption as "living textbooks", deeply analyze the trajectory characteristics and ideological roots of the involved personnel from wind and corruption, and regularly carry out warning education and discipline education through compiling case compilations, filming warning education films, organizing court hearings, and other forms. Make good use of the first form, timely talk, remind, criticize and educate on emerging and biased issues in work style and discipline, and prevent small problems from turning into big problems. The second is to establish regulations and strong constraints. Give full play to the advantages of the linkage between departments, groups, and areas, and promote the review and investigation work, promote reform and governance through cases, analyze political ecology, and identify institutional loopholes. Conduct case analysis on disciplinary and illegal cases, issue targeted disciplinary inspection and supervision recommendations, urge relevant units to draw lessons from others, establish rules and regulations, and tighten the institutional cage for preventing and controlling corruption. The third is to nourish the mind with literature and nourish the righteous qi. Highlighting the importance of cultivating cultural talents and promoting integrity through culture, we will deeply explore and integrate local clean culture resources, tell the story of clean culture in the new era, and create a rich and diverse clean culture battlefield. Relying on popular art forms such as the He Luo Drum and Yu Opera, relevant content reflecting the unity of anti-corruption and investigation will be integrated into educational activities such as promoting clean culture and family ethics to help maintain integrity. We will continue to create a good atmosphere of clean and upright conduct, advocating integrity and rejecting corruption. Strengthen coordination and collaboration to enhance the overall effectiveness of investigation and treatment. One is to tighten the chain of responsibility. Efforts should be made to fulfill the responsibilities of assistance and supervision, assist the municipal party committee in conducting supervisory talks with members of the same level leadership team and the "top leaders" at lower levels, and urge party committees (party groups) at all levels to regard the investigation and governance of corruption as an important part of fulfilling the main responsibility of comprehensively governing the party strictly. By refining the list of responsibilities and implementing performance measures, pressure should be transmitted layer by layer. By comprehensively utilizing methods such as research visits, supervision and inspection, we will strengthen daily supervision of promoting the work of investigating and treating corruption, report and expose typical problems, and promote responsibility implementation through precise accountability. The second is to form a joint supervisory force. Internally, we will improve the cooperation mechanism for supervision, discipline enforcement, and law enforcement, and facilitate information sharing, clue transfer, and collaborative channels among departments such as the Municipal Commission for Discipline Inspection and Supervision's Petition Office, Party and Government Conduct Supervision Office, Case Supervision and Management Office, and Discipline Inspection and Supervision Office, to promote force integration and complementary advantages.
