Recently, the first mandatory national standard for the control of hazardous substances in electrical and electronic products in China, "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" (GB 26572-2025), was approved and released by the National Standardization Administration and will be officially implemented on August 1, 2027. On August 22nd, the Ministry of Industry and Information Technology held a press conference to introduce the mandatory national standard "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products". Wang Peng, Director of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, attended the press conference, introduced the relevant situation, and answered questions from reporters on the implementation schedule of mandatory national standards. The standard specifies the control of 10 toxic and harmful chemicals that may be present in electrical and electronic products, including four heavy metal elements such as lead, mercury, cadmium, and hexavalent chromium, as well as six persistent organic pollutants such as polybrominated biphenyls, polybrominated diphenyl ethers, and four phthalates. Mandatory requirements are put forward for the content of each harmful substance. The introduction of standards is conducive to promoting the reduction and substitution of harmful substances in electrical and electronic product manufacturing enterprises, building and upgrading green supply chains for products, continuously improving the level of harmful substance control, and assisting in consumer health protection and environmental risk management. Wang Peng introduced that in the process of standard development, the Ministry of Industry and Information Technology has fully considered the actual situation of the industry. The implementation of mandatory national standards adopts a "2+1" scheme: "2" refers to a 2-year transition period for standard implementation. This standard will be officially implemented from August 1, 2027, two years after its publication. 1 "refers to inventory products with a one-year consumption period. For products produced or imported before the implementation date of the standard, enterprises will be given one year to consume inventory products. That is, inventory products can still be sold before August 1, 2028, and products that do not meet the standard after August 1, 2028 cannot be sold again. Wang Peng stated that during the transition period of standard implementation, it is recommended that enterprises focus on three aspects of work: first, optimizing supply chain management to ensure that purchased raw materials meet requirements; The second is to replace raw materials containing harmful substances through product design optimization and research and development of alternative materials; The third is to enhance the screening, testing, and systematic management capabilities of harmful substances through self construction or commissioning of third parties. This standard was proposed and managed by the Ministry of Industry and Information Technology, and jointly developed by the China Electronics Standardization Research Institute, electrical and electronic industry manufacturing enterprises, certification and testing institutions, industry associations, and research institutes, among more than 60 other units.
