The most arduous and heavy task in comprehensively building a socialist modernized country still lies in rural areas, and it is necessary to solidly promote the comprehensive revitalization of rural areas. As the overall focus of China's "agriculture, rural areas, and farmers" work in the future, promoting comprehensive rural revitalization requires further calibration of key points, activation of policies, markets, factors, and entities, and providing guarantees for achieving modernization of agriculture and rural areas. Efforts will be made to enhance the modernization level of agriculture and accelerate the construction of a strong agricultural country. Although China's agricultural and rural development has made historic changes and achievements, compared with new industrialization, informatization, and urbanization, agricultural modernization still has obvious shortcomings and weaknesses. To solidly promote the comprehensive revitalization of rural areas, we must give more prominent importance to improving the comprehensive agricultural production capacity, increase land output rate, resource utilization rate, and labor productivity, accelerate the cultivation of new driving forces for rural revitalization, take the path of connotative development, and enhance the level of agricultural modernization development. We will focus on consolidating the foundation of food security and ensuring the safe supply of important agricultural products such as food. We should give prominent importance to comprehensively improving the comprehensive production capacity of grain, implement the strategy of "storing grain in the ground and in technology", and better ensure the stable supply of grain and important agricultural products. We must grasp the two key points of arable land and seeds, hold the red line of 1.8 billion mu of arable land, coordinate the two systems of grain production and support policies, effectively mobilize the enthusiasm of farmers and local governments to develop agricultural production such as grain, stabilize the area, increase yield, expand production capacity, and ensure that rice bowls are firmly in our hands. Efforts will be made to optimize the institutional environment for diversified investment in rural revitalization and enhance the level of investment in comprehensive rural revitalization. To achieve the goal of "strong agriculture, beautiful rural areas, and rich farmers", there is a huge demand for investment in "laying the foundation, benefiting the long term, filling the gaps, and adjusting the structure". Objectively, it is required to effectively implement the relevant decisions and deployments of the Party Central Committee and the State Council, focus on creating a friendly and diverse investment environment, and fully mobilize the enthusiasm of all parties to invest. We need to further improve the continuous investment guarantee system for fiscal investment, financial capital, social capital, etc., consolidate and improve the long-term mechanism for investment guarantee in comprehensive rural revitalization, continuously increase investment in comprehensive rural revitalization, and enhance investment efficiency and effectiveness. Efforts will be made to enhance agricultural technology and equipment support, and improve agricultural competitiveness. We need to accelerate the deep and comprehensive development of agricultural science and technology, give priority to supporting technological innovation in seed industry, agricultural machinery and equipment, smart agriculture, digital agriculture, etc., increase key core technology research and innovation, and transform achievements, and accelerate the filling of the technological and equipment gaps in modern agricultural development. To promote high-level agricultural opening up to the outside world, accelerate the formation of a new pattern of coordinated development of agricultural production and trade, accelerate the creation of internationally influential agricultural enterprises, and accelerate the transformation from a major agricultural trading country to a strong agricultural trading country. Efforts will be made to implement the policy of prioritizing the development of agriculture and rural areas, and to improve the system and mechanism for ensuring and optimizing the allocation of factors. We need to solidly strengthen the industries that enrich the people in counties, coordinate and promote rural construction, and improve the rural governance system. We need to coordinate the human resources investment, material resources allocation, and financial support for the work related to agriculture, rural areas, and farmers. We need to make overall arrangements, highlight key areas, and fill in gaps to promote the comprehensive revitalization of rural industries, talents, culture, ecology, and organizations. We need to improve the institutional mechanisms and policy measures for the integrated development of urban and rural areas, and promote the free flow and equal exchange of urban and rural factors. We must adhere to the promotion of the whole county, rely on rural characteristic resources, optimize resource allocation and factor guarantee, develop multiple functions of agriculture, tap into the diverse value of rural areas, and seek benefits from the integration of the three industries.
