Recently, the National Health Commission, the State Administration of Traditional Chinese Medicine, the National Center for Disease Control and Prevention, and the China Disabled Persons' Federation jointly issued the "Guiding Opinions on Promoting Ear and Hearing Health Work" (hereinafter referred to as the "Guiding Opinions"), aiming to accelerate the high-quality development of ear and hearing health work in various regions of China and further improve the ear and hearing health level of the people. Currently, there are some shortcomings and weaknesses in China's ear and hearing health work, and there is still a gap between the overall level of hearing loss prevention, diagnosis, treatment, and rehabilitation, and the diverse needs of the people at multiple levels. ”According to officials from the National Health Commission, ear and hearing health are important components of national health. In recent years, with China's aging population, rapid economic development, lifestyle change, etc., deafness and hearing loss have increasingly become one of the important issues affecting people's physical and mental health and quality of life, posing new challenges and requirements for promoting the construction of a healthy China. It is estimated that about 220 million people in China suffer from hearing loss, and the current prevalence of hearing loss among people aged 60 and above is about 45%. Hearing loss seriously affects human communication, damages physical and mental health, and social function. If hearing loss occurs during childhood and causes deafness, it will also have a huge impact on growth. In this context, the "Guiding Opinions" require continuous strengthening of ear and hearing health work for all age groups and throughout the entire life cycle, in accordance with the basic principles of "prevention first, active identification, early detection, key intervention, and effective rehabilitation". By 2030, the professional and technical personnel engaged in ear and hearing health work will be further enriched, the coverage of institutions providing ear and hearing health services will be further expanded, the capacity of ear medical services will be significantly improved, the forms and contents of services will be more diverse, and the systematic continuity of ear and hearing health services will be significantly enhanced. Specific goals include achieving 4.2 practicing (assistant) physicians in otolaryngology for every 100000 people by 2030, establishing otolaryngology (facial features) departments in over 95% of county comprehensive hospitals, achieving a screening rate of over 90% for newborn hearing impairment, and achieving a pass rate of over 85% for workplace noise monitoring. In addition, the Guiding Opinions are problem oriented, in line with the new situation, and clarify the main tasks. Including improving the ear and hearing health service system. Strengthen the network construction of ear and hearing health work at the national, provincial, municipal, and county levels, clarify the tasks and requirements of comprehensive hospitals, ear, nose, throat specialized hospitals, primary medical and health institutions, and disability rehabilitation institutions, and establish a service network with clear positioning and division of labor cooperation among different institutions. Improve the ability of ear disease prevention and rehabilitation services. Third level comprehensive hospitals and ear, nose, and throat specialized hospitals should have the ability to diagnose and treat difficult and complex ear diseases, conduct difficult audiological assessments, and provide technical training and guidance to lower level hospitals. Improve the service level of provincial-level hearing and language rehabilitation centers and disability rehabilitation centers, strengthen the comprehensive rehabilitation of hearing-impaired children, and gradually provide hearing and language rehabilitation services to all age groups. Strengthen the protection of ear and hearing health for key populations. Promote screening for hearing impairment in newborns, strengthen the diagnosis, treatment, intervention, and follow-up of positive cases, gradually improve the diagnosis rate within 3 months and intervention rate within 6 months, and enhance auditory rehabilitation and language training. Solidly carry out actions to promote elderly hearing health, prevent and slow down the occurrence and development of hearing loss in the elderly. Deepen the signing of family doctor services for elderly people aged 65 and above, and rely on basic public health services to carry out rough hearing tests for the elderly. Support the development and transformation of cutting-edge technologies in the field of ear and hearing. Guided by clinical needs, explore the integration of medical engineering and medical technology, promote the research and development of otology related drugs, medical devices, as well as hearing testing and diagnostic technologies, and break through key core technologies. Promote the application of data information and artificial intelligence technology in the field of ear and hearing health. Industry experts believe that incorporating artificial intelligence technology into the focus of ear and hearing health work this time is not only a grasp of the current trend of technological development, but also an innovative path to solve practical problems such as insufficient grassroots service capabilities and shortage of professional talents. With the continuous development of related fields, artificial intelligence is expected to become an important support for improving the universality and accuracy of ear and hearing health services in China, injecting new momentum into achieving "full population, full cycle" hearing health protection.
