□ Authoritative release In June this year, the State Council announced and implemented the Provisions on the Submission of Tax related Information by Internet Platform Enterprises (hereinafter referred to as the "Provisions"), which is committed to creating a tax environment that is legal and fair, guiding the standardized and healthy development of the platform economy, and promoting the construction of a unified national market. The Regulations stipulate that platform enterprises must submit their basic information, including platform domain names, business types, and relevant operating entity names, for the first time in July this year. The reporter learned from the State Administration of Taxation today that after the implementation of the Regulations, various Internet platform enterprises responded positively, and the first submission of basic information of the platform went smoothly. According to the officials in charge of relevant departments and bureaus of the State Administration of Taxation, as an important measure to curb disorderly competition such as brushing orders and speculation, crack down on local illegal use of platforms for investment promotion, and deepen the construction of a unified national market, after the promulgation of the "Regulations", the State Administration of Taxation simultaneously issued relevant supporting operational announcements, conducted multiple rounds of platform enterprise surveys, and formed a list of platform enterprises that should be submitted. Tax authorities in various regions should provide point-to-point publicity and guidance, interpret in detail the content of "what to report" and "how to report", provide secure, confidential, reliable, and convenient channels for information submission, improve the management system of tax related information data, and effectively ensure the security of tax related data. It is reported that relevant platform enterprises have already submitted basic information including platform domain names, business types, and names of relevant operating entities in accordance with the requirements of the "Regulations" in July this year. For individual platform enterprises that have not yet submitted basic information, the tax department will carry out publicity, guidance, and interview reminders. The above-mentioned person in charge stated that in the implementation process of the Regulation, domestic and foreign platform enterprises are treated equally, and efforts are made to ensure that every operating entity can compete on a fair track, ensuring that the Regulation is uniformly and fairly implemented nationwide. According to the requirements of the Regulations, in October this year, Internet platform enterprises should submit the identity information of operators and employees in the platform and the income information of the last quarter to the competent tax authorities. In order to ensure the smooth and stable submission of tax related information for the first time in October, the tax department has timely upgraded its information system and optimized service measures. Currently, the platform has provided guidance to enterprises to master the unified submission criteria, standards, and methods during the trial reporting process, laying a solid foundation for the first submission of tax related information.
