Recently, it was learned from the Ministry of Justice that, in accordance with the decisions and arrangements of the Party Central Committee and the State Council, the Ministry of Justice will implement the "Opinions on Strictly Standardizing Administrative Inspections of Enterprises" issued by the General Office of the State Council at the end of 2024 as an important part of the special action to regulate administrative law enforcement related to enterprises this year. It will focus on rectifying prominent issues such as the large number of inspection items, high frequency, and arbitrariness that have been strongly reflected by enterprises and the public, as well as arbitrary inspections, sports style inspections, and disguised inspections under various pretexts. It is reported that the number of administrative inspections nationwide in the first half of this year decreased by more than 30% compared to the same period last year, and the number of inspections for entering enterprises decreased by 483000 times, greatly reducing the burden of inspection for enterprises; At the same time, the accuracy of inspections has significantly improved, with a 72% decrease in the number of inspections and a 26% increase in the rate of problem detection in Beijing, and a 31% decrease in the number of inspections and a 35% increase in the rate of problem detection in Ningxia. Many regions are vigorously promoting methods such as "comprehensive inspection once", "scanning codes to enter enterprises", and conducting off-site inspections to reduce the frequency of on-site inspections and improve the quality and efficiency of inspections. By strictly regulating administrative inspections related to enterprises, the business environment has been further optimized, market expectations have been stabilized, development confidence has been boosted, and a good situation has been formed that allows enterprises to work and develop with peace of mind. Administrative law enforcement is not about being lenient, nor is it about not enforcing the law. In response to some issues discovered during the special operation to standardize administrative law enforcement involving enterprises, the relevant person in charge of the Ministry of Justice emphasized that administrative inspections must be strictly conducted in accordance with the law, "strict as necessary, and lenient as appropriate". It is not allowed to affect the normal operation of enterprises due to excessive inspections, but also to ensure the effective implementation of necessary inspections, to thoroughly investigate and prevent inspection vacuum, regulatory loopholes, and security risks. For complaints and reports from the masses or those transferred by relevant departments, which are closely related to the vital interests of the people and are necessary to be implemented, the inspection task should seek practical results, and must not "go through the motions" to ensure that inspections related to the life, health and safety of the people are effectively implemented. Data shows that in the first half of 2025, the market supervision department investigated and handled 181000 cases of food violations, confiscated 740 million yuan, transferred 653 cases to judicial organs, implemented employment restrictions on 1372 people, and continuously strengthened the high-pressure deterrence situation. The emergency management department will include enterprises with high safety risks in key industries such as mining, hazardous chemicals, fireworks and firecrackers, metal smelting, and explosive dust as key inspection enterprises, and conduct "full coverage" law enforcement inspections at least once a year. For enterprises that have experienced accidents, breaches of trust, or major violations, at least one additional inspection is required. In the first half of 2025, emergency management departments at all levels investigated and dealt with more than 7700 major accident hazards, and handled 885 cases of "double punishment for one case".
