Recently, a single mother in Longyan, Fujian, posted a video saying that she took her four children home by high-speed rail to visit relatives, including two children under the age of 6 and two children over the age of 6. The woman proposed to provide additional tickets for two children over the age of 6, while the train attendant demanded that in addition to this, one child under the age of 6 must also receive a supplementary ticket, which was questioned by the woman. This topic has become a hot topic. From a legal perspective, if a woman takes four children on a high-speed train, she needs to pay for three child tickets, and one child under the age of 6 also needs to pay for a ticket. The train attendant's request is understandable and in line with the train ticket purchase policy. According to Article 12 of the Railway Passenger Transport Regulations formulated by the Ministry of Transport, each adult passenger holding a ticket can carry a child under the age of 6 who does not occupy a separate seat for free; When there are more than one person, they should purchase discounted tickets for children. From the perspective of railway passenger transportation operating costs, the policy of allowing only one child to enjoy free tickets for railway passenger transportation can increase operating income. Compared to others, the marginal cost of free admission for a child under 6 years old is very low. Adults can hold children without taking up seats or space, and it has almost no impact on railway passenger transportation. However, when an adult carries more than one child, there will inevitably be children occupying the train space, which means that the railway company will sell one less train ticket. However, does this mean that a woman traveling with four children questioning the request for a replacement ticket is just being unreasonable? Not necessarily. On the contrary, in my opinion, the woman's questioning is not just unreasonable, but a normal reaction. In fact, in the era of "three children" today, the railway child free ticket policy that only one child can enjoy the free ticket discount, which still continues the era of only one child, is obviously outdated and inhumane, and has fallen behind the current situation of the times, not meeting the needs of parents in the "three child era". This railway child free ticket policy essentially becomes a disguised discrimination against "two child families" and "three child families", causing harm to parents who go out with two or three children. Undoubtedly, high-speed rail has implemented market-oriented operation, but railway passenger transport belongs to public transportation services, and publicness has always been the essential attribute of railway passenger transport, with strong public welfare and enjoying a certain amount of financial subsidies. This determines that railway passenger transportation has a public obligation to undertake the construction of a fertility friendly society, and should naturally cooperate with national policies to encourage citizens to have children, rather than just discriminating against "second child" and "third child" for profit. In fact, in recent years, in order to build a fertility friendly society, children's free admission policies in various regions have kept pace with the times and followed the footsteps of the "three child era". For example, starting from September 1, 2022, children under 1.3 meters (inclusive) can take urban public transportation for free with the accompaniment of their parents in Wuhan, and there is no limit to the number of children. In the author's opinion, public services should keep up with the pace of the "three child era". Various child free admission policies, including railway child free admission policies and child preferential policies, need to keep up with the times and change the old rule of "only one child free admission" to meet the new needs of parents in the "three child era" and serve as a basic supporting policy for building a birth friendly society.
