Seize the opportunity of digital transformation to reduce logistics costs

The data recently released by the China Federation of Logistics and Purchasing shows that in July, despite the impact of unfavorable weather factors, the national logistics demand continued to expand, with strong internal driving force for enterprises, and logistics supply and demand maintained adaptive growth. Logistics is a key link connecting the production and consumption ends. Reducing the logistics costs of the entire society not only helps to enhance the core competitiveness of industries and improve economic efficiency, but also facilitates the smooth circulation of the national economy and enhances the resilience of industrial and supply chains. In recent years, with the improvement of transportation networks, logistics hubs, economic structure optimization, logistics technology innovation, and the construction of a unified national market, the logistics costs of the whole society in China have been decreasing year by year. In the first half of this year, the ratio of total social logistics expenses to gross domestic product (GDP) in China dropped to 14%, a decrease of 0.1 and 0.2 percentage points respectively from the first quarter and the same period last year, injecting strong impetus into the development of the real economy and the national economic cycle. The previously issued Action Plan for Effectively Reducing Logistics Costs in the Whole Society proposes that by 2027, the ratio of total social logistics costs to gross domestic product should strive to be reduced to around 13.5%. However, the current overall logistics cost in China is still higher than the average level of developed countries by about 8%, and there is still a significant gap from policy goals. There is still considerable room for the overall logistics cost to decrease. In the future, in addition to continuously improving logistics infrastructure, optimizing transportation structures, improving operational models, and reducing institutional costs, it is even more necessary to leverage digital technology to empower and actively adapt to the trend of green logistics development. The digital, intelligent, green, and collaborative transformation has brought opportunities to reduce logistics costs for the entire society. With the rapid development of mobile Internet, big data, cloud computing, 5G, blockchain and artificial intelligence, the application of intelligent logistics technology and equipment has been accelerated, and new models and new business forms such as network freight, unmanned distribution and low altitude economy have emerged. More and more logistics enterprises have improved distribution efficiency by means of automated storage equipment, reduced empty rate by using intelligent management systems, and reduced overall energy consumption by using new energy transportation tools, which has effectively reduced logistics costs and improved logistics quality and efficiency. Of course, the digital and green transformation in the logistics field also faces many challenges such as high transformation costs, lagging technology research and development, limited application scenarios, insufficient data openness and interconnection, immature smart logistics ecology, and the need to improve policy support systems. We should further cultivate new quality productivity in the logistics field from the aspects of technology, organization, policies, etc., strengthen the digital and green transformation of the traditional logistics industry, and promote the transformation of the logistics industry from labor-intensive to technology intensive. On the one hand, we support the development and application of new technologies and equipment, and promote the research and innovation of major logistics technologies, important logistics equipment, and smart logistics systems through industry university research collaboration, promoting the widespread application of new generation information technologies such as big data, 5G, and Beidou navigation. Promote the digital upgrade of logistics facilities and equipment, make good use of various policy measures to accelerate the development of new facilities such as smart ports, smart highways, smart logistics hubs, and smart logistics parks, and promote the use of technology and equipment such as unmanned vehicles, unmanned warehouses, and unmanned loading and unloading. On the other hand, we will strengthen the openness and interconnection of logistics data, establish and improve dynamic interconnection mechanisms for logistics data in areas such as highways, railways, waterways, aviation, and government departments such as customs, promote the sharing, development, and utilization of government and enterprise logistics data, and establish and improve mechanisms for collecting, extracting, applying, and protecting enterprise logistics data to promote the marketization of enterprise logistics data. Expand new scenarios for smart logistics business applications, innovate the configuration of data elements such as commercial flow, logistics, information flow, and capital flow, encourage enterprises to develop new logistics models that combine platform economy, low altitude economy, and unmanned driving, and strengthen the application of intelligent integration technology for warehouse distribution and transportation, as well as digital twin technology. In addition, efforts should be made to promote the green transformation of the logistics industry, including accelerating the application of green, low-carbon, efficient and energy-saving logistics technologies and facility equipment, supporting the green transformation and upgrading of distribution hubs, sorting centers, warehousing facilities, transportation vehicles, etc., accelerating the construction of charging and swapping facilities, hydrogen refueling stations, and laying out demonstration lines for hydrogen fuel cell tractors and cargo trucks, improving the standardization, greening, reduction, recyclability, and harmlessness of logistics packaging, and strengthening the promotion and recycling of standard vehicles such as pallets and turnover boxes.
