In recent years, some individuals who have left the country have been betrayed by foreign forces and returned home with a sense of luck, hiding and not reporting, ultimately falling deeper and deeper into opposition to the people. In response to the severe and complex enemy situation, national security agencies have designed top-level laws and policies from the perspective of coordinated development and security, actively carried out education and rescue work practices, encouraged truthful reporting, and crushed the schemes of overseas espionage and intelligence agencies to blackmail our relevant personnel and endanger our national security. National security agencies remind key personnel involved in classified areas to strictly abide by confidentiality and work discipline during their departure from the country, enhance their awareness of prevention and response capabilities. In case of special circumstances, they should promptly and truthfully report to the national security agencies upon returning home. The national security organs adhere to the consistent policy of "learning from past mistakes and treating illnesses to save lives" and the legal policy of balancing leniency and severity. For personnel who are coerced or deceived into engaging in espionage activities abroad, education and rescue measures have been clearly defined. Article 55 of the Anti Espionage Law of the People's Republic of China stipulates that those who commit espionage and voluntarily surrender or perform meritorious deeds may be given lighter, mitigated or exempted punishment; Those who have made significant contributions shall be rewarded. Those who are coerced or deceived overseas to participate in spy organizations or hostile organizations, engage in activities that endanger the national security of the People's Republic of China, and truthfully explain the situation to the People's Republic of China's overseas institutions in a timely manner, or directly or through their unit after entering the country, truthfully explain the situation to the national security organs, and show repentance, may not be pursued.
