In the grand scheme of a nation, safety is paramount. Security concerns the well-being of all peoples, the lofty cause of world peace and development, and the future and destiny of mankind. Currently, the world has entered a new period of turbulence and change, with increasing deficits in peace, security, trust, and governance. Strengthening global security governance is urgent. The global security initiative proposed by General Secretary Xi Jinping, advocating the "Six Adherences", is in line with the common aspirations of people of all countries for justice, peace, and development, and has been widely endorsed by the international community. In the face of the profound changes in the global security governance pattern, only by working together to implement global security initiatives, consolidating security consensus, improving cooperation mechanisms, and promoting sustainable development, can we jointly seek a new pattern of global security governance. Consolidate global consensus with the concept of a secure community and solidify the value foundation of security cooperation. Common values are the foundation of cooperation, and the key to consolidating global consensus through the concept of a security community is to promote countries to abandon Cold War thinking and zero sum games, and form a new security concept that is common, comprehensive, cooperative, and sustainable. This requires us to use mutual learning among civilizations as a link, to promote in-depth dialogue and understanding among different civilizations, and to consolidate the value consensus of promoting international common security. On the one hand, based on common rules, we will reshape the sense of responsibility of all countries in maintaining global security, promote the integration of the principle of "indivisible security" into the security concepts and policy practices of all countries, build a more fair, transparent, and coordinated international security rule system, and form a good situation of equal rights and responsibilities among all countries and mutual benefit and sharing. On the other hand, enhancing the practical appeal of the concept through pragmatic cooperation, by deepening regional security cooperation, strengthening cross-border emergency linkage and other practical measures, accumulating experience in security governance, sharing the achievements of security cooperation, and rooting the concept of a security community in real situations, guiding countries to enhance value recognition and consolidate conceptual consensus in security cooperation practice. Build a cooperation platform through multilateral security mechanisms and construct a framework support for collaborative governance. At present, the global security challenges are severe, and temporary and passive security cooperation is difficult to cope with systemic and complex security risks. Only by building a comprehensive and three-dimensional multilateral security cooperation mechanism can collective action be consolidated. At the regional level, it is necessary to strengthen action coupling, enhance the response efficiency and coordination capability of institutionalized security cooperation platforms, achieve cross-border security affairs linkage, and promote neighboring countries to jointly respond to risks and challenges. At the global level, we must practice true multilateralism, adhere to dialogue rather than confrontation, partnership rather than alliance, win-win rather than zero sum, promote multilateral mechanisms such as G20, SCO, BRICS to play a greater role in security issues, and achieve systematic integration of security governance architecture. In the virtual space, it is necessary to accelerate the co construction of rules, promote the coordination and updating of international rules and technical standards, avoid the emergence of "rule vacuum" or "strong definition", effectively fill the institutional gap of the global governance system in the virtual space, and build an open, fair, and sustainable digital security order. By synergistically promoting the construction of multilateral security mechanisms at different levels and in different fields, we aim to strengthen the framework support for global security cooperation and jointly build a community of shared future with shared security and responsibility. Building a solid foundation of security through sustainable development issues and cultivating endogenous momentum for long-term cooperation. Security is the prerequisite for development, and development is the guarantee of security. Only by deeply integrating sustainable development issues into the security governance framework and promoting sustainable security through sustainable development can we inject lasting momentum into security cooperation. On the one hand, efforts should be made to promote the coordinated advancement of the global development agenda, focusing on the core goal of "human" development, strengthening multilateral coordination in eliminating extreme poverty, ensuring basic education, and promoting employment, enhancing the inclusiveness and fairness of development achievements, and resolving social unrest and security risks from the source. On the other hand, capacity building should be taken as the starting point to enhance the independent development capabilities and institutional resilience of countries, especially developing countries, in dealing with security risks. Through technology transfer, talent cultivation and other means, their abilities in disaster response, public safety governance and other aspects should be improved, so that development can truly become their security guarantee. Especially in the context of multiple global crises, it is necessary to break through the short-term aid oriented thinking and build a cooperation mechanism guided by structural improvement and long-term capacity enhancement, so that countries can enhance their ability to resist security risks in sustainable development. Only by enabling people of all countries to gain a real sense of security in the process of cooperation and development can global security governance break through the "crisis driven" passive response and move towards the "development led" long-term stability. A single tree cannot support a tall building, but a group of people can easily lift a thousand weights. In the current era of deep restructuring of globalization, the Global Security Initiative advocates adapting to the deeply adjusted international landscape with a spirit of solidarity, responding to complex and intertwined security challenges with a win-win mindset, and consolidating the international consensus of seeking common security through solidarity and cooperation. It provides Chinese solutions for actively responding to global challenges and has important contemporary value and practical significance. In the complex global security landscape today, only by focusing on the long term, deepening strategic mutual trust, consolidating the "harmony" gene in value consensus, activating the effectiveness of "co governance" on institutionalized platforms, deeply planting the foundation of "win-win" in sustainable development, and working together to implement the Global Security Initiative, can countries effectively respond to increasingly complex global security challenges and promote the construction of a new global security governance pattern of fairness, justice, co construction and sharing.
