Cen Haohui: Promoting refined management of human and public resources

Macao SAR Chief Executive Cen Haohui recently presided over the second working meeting of the Public Administration Reform Leading Group, discussing topics such as the allocation of public sector functions, streamlining of structure, post control, personnel transfer and employment system, as well as information construction in the public sector. He stated that the SAR government is organizing its organizational structure in an orderly manner, streamlining the functions of various departments, and actively promoting refined management of human and public resources. It is required that all areas implement various tasks in an orderly manner to effectively enhance the efficiency of government operations. Cen Haohui emphasized that public administration reform and optimization plans must be pragmatic and respond reasonably to the actual needs of Macau's economic and social development. In terms of architecture, it is necessary to establish an upper limit standard for the size of the architecture, re-examine functional configuration, and merge departments related to functions; In terms of post control, it is necessary to standardize job categories, study cross career promotion mechanisms, and establish personnel allocation benchmarks at all levels. Cen Haohui requested that the Administrative Public Service Bureau of the Special Administrative Region should strengthen cooperation with the Audit Office in accordance with the direction set by the Public Administration Reform Leading Group, and gradually promote the streamlining of departmental structure and optimization of personnel structure based on the actual situation of each department. Based on the principle of intensive management, optimize the procurement and management mechanism of the public sector to ensure the rational use of public resources. On the premise of not affecting the daily operation of the department, all public departments should gradually improve their information systems and further enhance their risk prevention capabilities. The group members participating in the meeting include Secretary for Administration and Justice Zhang Yongchun, Secretary for Economic and Financial Affairs Dai Jianye, Secretary for Security Huang Shaoze, Secretary for Social and Cultural Affairs Ke Lan, Secretary for Transport and Public Works Tan Weiwen, Director of the Chief Executive's Office Chen Ge, and Director of the Public Administration Bureau Liang Yingyan.
