The Ministry of Natural Resources recently held a press conference to announce that in the second quarter of 2025, inspections and law enforcement supervision by the Ministry of Natural Resources and the National Forestry and Grassland Administration found that some areas still engaged in illegal land occupation, destruction of arable land, illegal mining, deforestation, grassland destruction, ecological damage, and even fraud to evade supervision. They jointly reported 21 typical cases of illegal and irregular behavior. Among them, there were 6 cases of unauthorized occupation of forest land, deforestation, and grass destruction: including the unauthorized occupation of 86.6 acres of forest land by the Culture and Tourism Bureau of Hunyuan County, Shanxi Province; Shouhang Metallurgical Technology Co., Ltd. in Huludao City, Liaoning Province illegally occupied 155.37 acres of forests and grasslands; The village committee of Gu Xiaozhuang Village in Changqing District, Jinan City, Shandong Province, failed to timely update and afforest 80.8 acres of trees after logging; Zhanjiang Guangfa Building Materials Co., Ltd. in Suixi County, Guangdong Province illegally occupied 63.67 acres of forest land; Guizhou Yueshui Energy Co., Ltd. illegally occupied 683.19 acres of forest land, etc. There were 8 cases of illegal occupation of arable land or basic farmland, including Inner Mongolia Kaixin Agricultural and Animal Husbandry Technology Co., Ltd. illegally occupying 459.20 acres of permanent basic farmland for planting green and decorative turf; Fengjing Town in Jinshan District, Shanghai, has failed to effectively supervise the occupation and destruction of 69.63 acres of arable land; The government and relevant departments of Tianwang Town, Jurong City, Zhenjiang City, Jiangsu Province did not truthfully report the issue of illegally occupying permanent basic farmland for planting green and decorative turf; Hubei Jingzhou Lvpu Greening Engineering Co., Ltd. illegally occupied 340.49 acres of permanent basic farmland for planting green decorative turf; Guangdong Maoming Gaozhou Shende Tourism Development Co., Ltd. has occupied 47.24 acres of arable land and dug lakes for landscaping. There were 5 cases of illegal mining of minerals: including Dakang Industrial Development Co., Ltd. in Nanzhao County, Nanyang City, Henan Province illegally mining 370000 tons of sand and gravel under the guise of facility agriculture; The Beiliu Municipal Committee and Government of Guangxi Zhuang Autonomous Region are leading the promotion of illegal mining of sand, gravel, and soil under the guise of construction projects. There were also 2 cases of illegal and irregular behavior, such as submitting false certification materials. He Zhihua, deputy director of the National Natural Resources General Supervision Office of the Ministry of Natural Resources, said that some of these typical violations are led by local governments, while others involve poor supervision by relevant departments. Relevant local governments and relevant departments should learn lessons, seriously rectify and deal with them in accordance with laws and regulations, and strictly prevent simplification and "one size fits all". All regions should conscientiously implement their main responsibilities, effectively strengthen the supervision of all links in the entire chain, improve and perfect the normalized long-term mechanism, and firmly adhere to the red line, legal and policy bottom line of farmland and ecological protection. From the typical issues reported, illegal land occupation still accounts for a relatively high proportion. As early as 2020, the General Office of the State Council successively issued the "Notice on Resolutely Stopping the Non agriculturalization of Farmland" and the "Opinions on Preventing the Non grainization of Farmland and Stabilizing Grain Production", strictly prohibiting the illegal occupation of arable land for non-agricultural construction and non grain production. However, there are still some places that illegally occupy farmland against the wind, and some grassroots city and county governments and departments are leading the promotion of illegal land occupation, which should be highly valued. Meng Guangqin, a first level inspector of the Forest Resources Management Department of the State Forestry and Grassland Administration, stated that in the future, the forest chief system will be used as the leader to strengthen law enforcement supervision, continue to promote the integration of departments and bureaus, further strengthen the main responsibility of local party committees and governments at all levels to protect and develop forest and grassland resources, and effectively safeguard the bottom line of forest and grassland ecological security.
