Three years of implementation of Nansha plan: further deepening cooperation with Hong Kong and Macao

On the 5th, the Guangdong Provincial Government Information Office held a press conference to introduce the achievements of the Nansha Plan since its implementation three years ago, including the introduction of over 800 Hong Kong and Macao youth entrepreneurship teams, the reduction of personal income tax preferential policies for Hong Kong and Macao residents by over 120 million yuan, and a decrease of over 50% in average tax burden. In June 2022, the State Council issued the "Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong, and Macao towards the World in Nansha, Guangzhou" (hereinafter referred to as the "Nansha Plan"), requiring Nansha to accelerate its development into a major strategic platform based in the bay area, coordinating with Hong Kong and Macao, and facing the world. Over the past three years, Nansha has made new progress and achieved new results in leading the construction of the Guangdong Hong Kong Macao Greater Bay Area in collaboration with Hong Kong and Macao. The Outline Development Plan for the Guangdong Hong Kong Macao Greater Bay Area clearly proposes the construction of an international science and technology innovation center. In terms of joint scientific and technological innovation among the three regions, Guangzhou Mayor Sun Zhiyang said that the Nansha International Advanced Technology Application Promotion Center (Greater Bay Area) and the Guangdong Hong Kong Macao Greater Bay Area Application Scenario Innovation Center will promote 19 joint scientific and technological research projects among Guangdong, Hong Kong, and Macao. The Hong Kong University of Science and Technology (Guangzhou) has been completed and opened, with 32 innovative projects settled in its science and technology innovation transfer and transformation base. Universities and research institutes are important platforms for deepening scientific and technological cooperation among Guangdong, Hong Kong, and Macao in Nansha. The iconic project of Hong Kong University of Science and Technology (Guangzhou) has built 41 interdisciplinary theme laboratories and central laboratories, and has been approved as the first university science park in Guangdong Province with Guangdong Hong Kong Macao cooperation characteristics. A total of 71 National Natural Science Foundation projects have been approved. Nansha also collaborates with City University of Hong Kong and Guangdong Academy of Agricultural Sciences to establish a joint laboratory in the field of veterinary medicine, promoting scientific research cooperation in the veterinary field. The Nansha Plan promotes the creation of a youth entrepreneurship and employment cooperation platform. In terms of professional fields, Nansha continues to promote the recognition of Hong Kong and Macao professional talent qualifications in areas such as architecture, planning, law, and taxation. Liu Wei, Secretary of the Nansha District Committee, introduced that Nansha has implemented a list of 146 overseas professional qualifications recognized in 6 fields, and 244 Hong Kong and Macao talents are conveniently practicing in Nansha. 27 engineering professionals from Hong Kong and Macau have been awarded professional titles in mainland China. Nansha has also established the "Guangdong Hong Kong Macao Talent Cooperation Office" and the Guangdong Hong Kong Macao Greater Bay Area Talent Collaborative Development Ecological Alliance to promote the gathering of international high-end talents. In addition, Nansha has built a cluster of Hong Kong and Macao youth innovation and entrepreneurship bases such as Chuangxiangwan, and established 15 youth innovation bases including Guangdong Hong Kong Macao (International) Youth Innovation Factory, incubating a total of 2336 enterprises (projects), including 1178 Hong Kong Macao youth innovation teams. More and more young people from Hong Kong and Macao are coming to Nansha for internships and employment. Since 2022, Nansha has implemented exchange activities such as the "Hundred Enterprises, Thousand People" internship program for Hong Kong and Macao youth, attracting nearly 900 Hong Kong and Macao youth to Nansha for exchange. In recent years, Nansha has also introduced 10 young people from Hong Kong and Macau into the civil service, and 37 young talents from Hong Kong and Macau have been introduced to key positions in public institutions, statutory bodies, and state-owned enterprises. The diverse forms of youth exchange activities in Guangdong, Hong Kong, and Macao have also provided a platform for youth exchange and communication among the three regions. The Guangdong Hong Kong Macao Youth Exchange Activity Headquarters Base, the Greater Bay Area Youth National Education Practice Base, and other platforms have attracted over 60000 Guangdong Hong Kong Macao youth to visit and exchange in Nansha. The connection between public services and social management among the three regions is constantly accelerating, providing convenience for personnel exchange and communication. Nansha has introduced Hong Kong style "general outpatient clinics" and "Hong Kong and Macao resident health service centers", providing a total of 12000 medical services to residents in the Greater Bay Area. Nansha has also established a Hong Kong style education system covering various stages of preschool education, basic education, and higher education. In the past three years, the enrollment of Hong Kong and Macao students has doubled. (New Society)
