Connecting small and medium-sized enterprises with thousands of households is an important force in promoting innovation, employment, and improving people's livelihoods. Data shows that currently, China has cultivated over 600000 technology-based and innovative small and medium-sized enterprises, over 140000 specialized and innovative small and medium-sized enterprises, and 14600 specialized and innovative "little giant" enterprises. At the same time, the digital transformation of small and medium-sized enterprises is further deepening, showing a trend of platformization and intelligence. How should we view this phenomenon? It should be analyzed separately from the perspectives of small and medium-sized enterprises and platforms. For small and medium-sized enterprises, conducting business based on third-party digital platforms in all aspects, including sales, research and development, management and control, especially integrating with large model platforms and cloud computing platforms, is conducive to optimizing internal processes, improving quality control capabilities and production efficiency. In terms of sales, there has also been a new trend in the past three years, with more small and medium-sized enterprises leveraging cross-border e-commerce platforms such as TikTok and Temu to conduct international trade. For digital platforms, in the process of serving multiple users, the underlying algorithms are undergoing a deepening process from intelligent recommendation to generative artificial intelligence. By using algorithms to recommend products, the characteristics of thousands of people and thousands of faces are obvious, and based on this, precise advertising can be placed to obtain profits, forming a commercial closed loop. The new algorithm based on generative artificial intelligence has the potential to delve into production processes, product innovation, and greatly improve efficiency. The trend of platform based and intelligent development will have many positive impacts on small and medium-sized enterprises, especially in reducing transaction and production costs. On the one hand, the platform will provide many operational public infrastructure for small businesses, greatly reducing start-up costs and improving production efficiency. By optimizing the production process based on artificial intelligence algorithms, enterprises can greatly reduce the defect rate and lower unit production costs. On the other hand, the platform generates comprehensive data on small and medium-sized enterprises from production to sales, which can assist external investors and lending institutions in assessing financing risks and effectively solve the problem of difficult financing for small and medium-sized enterprises. Of course, the potential problems that the trend towards platformization and intelligence may bring to small and medium-sized enterprises cannot be ignored. The platform may abuse its dominant market position, which is detrimental to small and medium-sized operators within the platform, such as restricting fair competition through self preferential treatment, biased recommendations, or requiring operators within the platform to make exclusive choices. In the future, small and medium-sized enterprises will play a greater role in promoting growth, stabilizing employment, and ensuring people's livelihoods. Therefore, we need to further seize the opportunities of digital platform and intelligence for small and medium-sized enterprises, actively solve problems, and respond to challenges. On the one hand, we should seize the opportunity and promote the digital and intelligent transformation of small and medium-sized enterprises. For example, it is possible to consider introducing subsidies for small and medium-sized enterprises to access the cloud. As for whether the subsidies will be distributed to the platform or to small and medium-sized enterprises, further research can be conducted. We also need to streamline the incentive mechanism and form an innovation ecosystem that mutually inspires platforms and small and medium-sized enterprises. On the other hand, encourage platform based data development and trading. We need to establish a sound regulatory system for the normalization of platform economy, use anti-monopoly and regulatory policy tools accurately and prudently, overcome the problem of platform abuse of market dominance, oppose unfair competition in the platform economy field, and provide a fair competition environment for small and medium-sized operators within the platform.
