On August 5th, the Third United Nations Conference on Land based Developing Countries (LLDC3), jointly organized by the United Nations Secretariat and the government of Turkmenistan, was held in the Avaza tourist area of Turkmenistan. More than 100 high-level delegations, including representatives from 32 landlocked developing countries, will attend this conference. UN Secretary General Antonio Guterres and heads of state and government from multiple countries will also be in attendance. The conference will cover three dimensions: political diplomacy, economic and trade cooperation, and cultural and humanistic aspects. During this period, a Central Asian Countries Theme Day will be held to showcase cultural and artistic treasures as well as ethnic cuisine from various countries. Special exhibitions will also be set up to promote the construction achievements, infrastructure investment projects, and technological innovation achievements of regional countries. At present, the United Nations Group of Land based Developing Countries (LLDCs) covers 32 member countries, including Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan among the CIS countries. The core mission of the group is to consolidate the economic demands of member countries, promote the implementation of the global development agenda, and coordinate positions within multilateral frameworks such as the United Nations and the World Trade Organization. As the highest decision-making platform for the affairs of landlocked developing countries, the United Nations LLDC conference is held every ten years. The Almaty Programme of Action, adopted at the first conference in Almaty in August 2003, for the first time established a global framework for improving the transit transport system and simplifying administrative procedures; The Vienna Action Plan for 2014-2024, formulated at the 2014 Vienna Conference, focuses on breaking through the special development bottlenecks of landlocked countries. For example, Uzbekistan has incorporated sustainable transportation construction, diversified trade channels, and regional coordinated development into its national strategy, which is deeply aligned with the United Nations Sustainable Development Goals. In 2022, the Special Resolution on Strengthening Connectivity between Central Asia and South Asia, initiated by Ukraine and co signed by 40 countries, was unanimously passed by the United Nations General Assembly. In recent years, Uzbekistan has not only taken the lead in promoting international corridor projects such as the trans Afghan railway and the China Kyrgyzstan Uzbekistan railway, deeply participated in the construction of the "intermediate corridor" and the "the Belt and Road" cooperation, but also continued to enhance its regional influence through internal skills training such as railway electrification and modern logistics hub construction. The positive actions of the Ukrainian side have shown initial results: the transit transportation volume continues to rise, and the position of the Eurasian transportation hub is becoming increasingly prominent. Of particular importance is that the country is breaking through the geographical constraints of being a dual landlocked country, steadily building resilience, and paving the way for deep integration into the global economy. Analysts pointed out that the attendance of Uzbekistan's President Mirziyoyev not only demonstrates Uzbekistan's firm position in practicing international solidarity, but also contributes constructively to reshaping the global economic integration agenda of landlocked developing countries. Nowadays, dual inland attributes are no longer seen as obstacles to development, but have become key elements in shaping a country's international strategic positioning and creating a new pattern of Eurasian logistics.
