Recently, at the press conference of the Standing Committee of the People's Congress of the Three Provinces and One City in the Yangtze River Delta on promoting the coordinated development of scientific and technological innovation in the Yangtze River Delta, it was learned that the decision will be jointly implemented from September 1st this year. This decision, passed by the Standing Committees of the People's Congresses of Shanghai, Jiangsu, Zhejiang, and Anhui provinces respectively in advance, is the first legal issue decision formulated in the form of collaborative legislation for the coordinated development of scientific and technological innovation in the Yangtze River Delta region. It is another important achievement of the Yangtze River Delta region's people's congresses strengthening collaborative legislation after the amendment of the Legislative Law. There are a total of 19 decisions, which make clear provisions on the joint cultivation of strategic scientific and technological forces in the Yangtze River Delta, the construction of scientific and technological innovation platforms, the joint research of basic research and key core technologies, the sharing of scientific and technological achievements and innovation resources, and the joint development of enterprise innovation entities. The decision is clear that to promote the coordinated development of scientific and technological innovation in the Yangtze River Delta, the leading role of the Shanghai International Science and Technology Innovation Center should be leveraged, the innovation advantages of Jiangsu Province, Zhejiang Province, and Anhui Province should be strengthened, various innovation entities should be guided to participate together, and regional collaborative innovation capabilities should be enhanced. At the same time, the basic principles of strategic synergy, highland co construction, openness and win-win, and achievement sharing are clearly proposed. The decision stipulates the establishment of a national strategic scientific and technological force collaborative cultivation and support mechanism, jointly promoting the construction of the national laboratory system, enhancing the scientific and technological innovation and achievement transformation capabilities of national research institutions and high-level research universities, and cultivating and strengthening leading scientific and technological enterprises; Promote the layout and construction of major science and technology innovation platforms such as national key laboratories and national technology innovation centers, support the construction of national technology innovation centers and provincial centers in the Yangtze River Delta, jointly create major science and technology infrastructure clusters, and promote the landing of major national science and technology infrastructure projects in the Yangtze River Delta.
