Let intellectual property 'seeds' grow into innovation' forests'

Recently, the China National Intellectual Property Administration held a press conference in Beijing, and the heads of relevant departments in Zhejiang Province systematically introduced the "Zhejiang Practice" of building a powerful intellectual property country. It is reported that as of June this year, the number of valid invention patents in Zhejiang Province has increased to 451000, and the number of valid trademark registrations has increased to 4.916 million, both ranking among the top in the country. At the same time, Zhejiang Province has revitalized its patent rich mines, pioneered the system of patent disclosure and implementation, and awakened 8777 dormant patents in universities and research institutions. Innovation ecology is an organic system in which innovative entities collaborate in an innovative environment, optimize the allocation of innovative resources, promote the transformation of innovative achievements, and cultivate innovative culture. It plays a core role in enhancing national competitiveness and promoting high-quality development. To build an innovative country and promote Chinese path to modernization, it is necessary to build an innovation ecosystem with intellectual property rights, so as to promote high-quality development. At present, China has made significant improvements in various aspects such as intellectual property protection, service system, quality creation, utilization efficiency, institutional guarantee, and international cooperation. It has performed outstandingly in building an "ecosystem" of scientific and technological innovation, leading enterprises to go global in the "international trend", and empowering industrial development to "improve quality". Only by using intellectual property can we unleash the "strong momentum" of developing new quality productivity. The acceleration of technological revolution and industrial transformation has made the transformation of scientific and technological achievements an urgent need for China to achieve technological self-reliance and high-quality development. As a systematic activity of transforming scientific research results into practical productivity, the transformation of scientific and technological achievements is a complex systematic process. The transformation and application of intellectual property rights is an important aspect of transforming technological achievements into practical productivity. To solve the problems in the transformation of scientific and technological achievements, China has issued numerous policy supports such as the "Special Action Plan for Patent Transformation and Application (2023-2025)" and the "Work Plan for Revitalizing Existing Patents in Universities and Research Institutions". Starting from strengthening policy incentives and improving patent quality, we will conduct inventory, promotion, and transformation at the same time, allowing more intellectual property achievements to leave the "study" and enter the "factory". At present, more than 2700 universities and research institutions across the country have completed the inventory and value analysis of all existing patents, screened 680000 invention patents, and included them in the convertible patent resource library. 450000 enterprises have carried out precise docking. In addition, the connection and coordination between patent transformation and application policies and related policies such as technology, finance, public finance, talent, and industry are becoming increasingly perfect, and the level of market-oriented and professional services for the transformation of scientific and technological achievements is constantly improving. For example, in terms of talent, many regions have established "technology achievement transformation specialists", "technology vice presidents", and "technology brokers" to form an intellectual property talent service system and solve the problem of a shortage of intellectual property talents. The significant characteristic of new quality productivity is innovation, and the source of its formation is technological innovation. Intellectual property provides incentives and protection for innovation, and protecting intellectual property is protecting innovation and promoting the accelerated development of new quality productivity. Promoting the creation, application, protection, management, and service of intellectual property throughout the entire chain, integrating into industrial innovation and development through agency and management, evaluation and financing, appraisal and rights protection, trading and operation, data and intelligence, creativity and design, education and training, can promote the development of new quality production capacity. According to statistics, there are currently 77 national level intellectual property protection centers and 48 rapid rights protection centers in China, providing a one-stop comprehensive service for intellectual property protection that integrates rapid pre-approval, rapid rights confirmation, and rapid rights protection, covering a wide range of strategic emerging industries. Not only in emerging industries such as information technology, new energy, and new materials, as well as future industries such as quantum information, artificial intelligence, and brain computer interfaces, but also in historical classic industries such as tea, silk, and traditional Chinese medicine, more and more industries have their own "patent pools", and more and more enterprises have their own "patent walls", becoming the driving force for industry development and the confidence for enterprise development, gradually transforming into development dividends. At the same time, China actively leverages the important role of intellectual property rights in stimulating innovation internally and promoting openness externally, continuously optimizing the guidance system for dealing with overseas intellectual property disputes. According to data from the World Intellectual Property Organization (WIPO), in 2024, China ranked first in the world with 70160 PCT international patent applications. China is transitioning from "Going Global 1.0", which focuses on product resources, to "Going Global 2.0", which is marked by intellectual property rights. From "going global" to "going global" and then to "going global", intellectual property has become a key support for Chinese enterprises to gain new international competitive advantages. In the future, the role of intellectual property as a strategic resource for national development, a core element of international competitiveness, and a key driving force for medium - and long-term economic and social development will become more prominent. To build an innovative ecosystem through intellectual property and promote high-quality development, we should further deepen and explore the "five major articles" of intellectual property creation, protection, application, management, and service, promote the mutual promotion, integration, and growth of talent chain, enterprise chain, innovation chain, industrial chain, financial chain, and service chain, and achieve the "innovation fission effect" of sowing a seed of intellectual property and growing a forest.
