On July 27th, in order to implement the decision and deployment of the Party Central Committee and the State Council to vigorously boost consumption and effectively expand agricultural product consumption, ten departments including the Ministry of Agriculture and Rural Affairs and the National Development and Reform Commission issued the "Implementation Plan for Promoting Agricultural Product Consumption" (hereinafter referred to as the "Plan"). The Plan proposes 23 measures from nine aspects. In terms of promoting precise connection between production, supply, and marketing, and expanding offline consumption channels, the "Plan" proposes to enrich the consumption scenarios of agricultural products. Combining with the "Buy in China" campaign, targeted at the holiday consumer market, themed activities such as harvest markets and agricultural carnivals will be carried out to bring green and high-quality agricultural products into commercial districts, neighborhoods, and scenic areas, allowing urban and rural residents to immerse themselves in the joy of harvest. Combining brand activities such as "Travel with Events" and "Enjoy Exciting Events and Taste Chinese Cuisine", we encourage sports events to hold local "local specialties" exhibitions and rural food tasting activities to achieve consumer linkage. In terms of leveraging the advantages of e-commerce platforms and improving the quality and efficiency of online consumption, the "Plan" proposes to tap into the potential of online sales. Deeply implement the project of "Internet plus" agricultural products going out of villages and into cities. Deepen the expansion of "promoting agriculture through digital commerce", organize various regions to carry out online consumption expansion activities based on local conditions around the theme of promoting agriculture, guide e-commerce platforms to upgrade services, and comprehensively enhance user consumption experience. The Plan requires the demonstration and leading role of the agricultural opening-up and cooperation pilot zone, and the exploration of building a highland for the integrated development of domestic and foreign trade systems. Cultivate high-quality development entities for agricultural international trade, guide enterprises to enhance their capabilities in research and development design, production and processing, standard integration, brand marketing, and channel layout. The plan proposes to strengthen fiscal and financial support. Guide modern agricultural industrial parks, advantageous characteristic industrial clusters, and strong agricultural towns to carry out post production construction such as warehousing and preservation, processing and marketing, and brand promotion in accordance with requirements, in order to enhance the upward capability of agricultural products. Encourage financial institutions to innovate and carry out pledge loan businesses such as orders and accounts receivable, and increase support for agricultural product marketing and promotion. Promote the coordinated design of consumption measures such as agricultural product consumption, catering consumption, cultural and tourism consumption, sports consumption, and health consumption, and enhance the level of integrated consumption policies.
