The Legislative Council of the Hong Kong Special Administrative Region passed the "Legislative Council (Powers and Privileges) (Amendment) Ordinance 2025" in its third reading on the 23rd, in order to improve the performance system of members of the Legislative Council and impose financial sanctions on members who violate the "Code of Conduct for Legislative Council Members" (hereinafter referred to as the Code) and are suspended from their duties in accordance with the rules of procedure. The Chief Secretary for Administration of the Hong Kong Special Administrative Region (SAR) Government, Chan Kwok ki, stated that the SAR Government actively cooperates with the Legislative Council's proposed arrangements by submitting a bill to implement the disciplinary mechanism of the code of conduct, in order to expand the scope of application of the non payment of remuneration and allowances to members during their suspension of duties, from the current only applicable to cases where members engage in extremely disorderly conduct, to cover cases where members are suspended from their duties due to other violations of the code of conduct and in accordance with the rules of procedure. The revision also grants flexibility to the Legislative Council, allowing it to withhold remuneration and allowances for suspended members based on other reasons approved by the rules of procedure in the future. Chen Guoji stated that the Legislative Council's proposal to improve the system for members to perform their duties, as well as to formulate codes of conduct and revise regulations, is another example of the Legislative Council strengthening self-management with higher standards, fully reflecting the strong advantages of the principle of "patriots governing Hong Kong". It is reported that after the regulation is passed, it will come into effect together with the code of conduct and revised rules of procedure in the eighth Legislative Council. (New Society)
